China Water Resources and Hydropower 14th Engineering Bureau Co., Ltd. stood out with a bidding price of 525708129.00 yuan.

This project is a key water conservancy project in Zhejiang Province, approved for construction by the Zhejiang Provincial Development and Reform Commission with the document Zhe Fa Gai Xiang Zi [2025] No. 38. The project legal person is Qingtian County Xinba Yuan Reservoir Engineering Construction Co., Ltd. The funding sources are subsidies from superiors and self raised by the owners, with a contribution ratio of 30% and 70% respectively.

The New Bayuan Reservoir is located upstream of Bayuan Village in Bayuan Port, a tributary of Sidu Port. The engineering grade is Grade III, and the dam structure is Grade 2. The estimated static investment is about 1.48551 billion yuan. The total storage capacity of the reservoir is 47.43 million cubic meters, including a flood control storage capacity of 16.73 million cubic meters, a beneficial storage capacity of 31.53 million cubic meters, and a dead storage capacity of 1.1 million cubic meters. Its designed water level system is scientifically complete, with a normal storage level and a limit water level of 255.00 meters during the plum blossom flood season, a limit water level of 250.00 meters during the typhoon flood season, and a dead water level of 192.00 meters; The flood control standard is designed for a 50 year return period (flood control high water level of 264.79 meters), a 100 year return period design flood level of 265.25 meters, and a 2000 year return period check flood level of 267.16 meters. After completion, it will greatly enhance the regional flood control and disaster reduction capabilities.

The main construction content of the project covers eight core parts. The dam will be constructed with a new concrete face rockfill dam, with a crest elevation of 268.50 meters and a maximum height of 105.50 meters; The drainage structure consists of a spillway and a drainage cavity; The tunnel of the power generation and water diversion structure is 0.25 kilometers long; The total installed capacity of the power plant is 5000 kilowatts; In the water intake dam and water transmission pipeline, the maximum dam height of the dam is 15 meters, and the pipeline is divided into two sections with a total length of 0.5 kilometers; The road engineering includes the upper dam road and the access road, with a total length of about 3.1 kilometers; The management building covers an area of 2800 square meters; The old dam will also be demolished.
