Recently, the bidding plan for the equity investment and PCO project of Huamiao Reservoir in Guichi District, Chizhou City, Anhui Province was officially released, marking that the construction of a medium-sized reservoir with a total investment of 1.63 billion yuan is about to enter the substantive promotion stage.

This bidding is conducted by Chizhou Jinze Water Conservancy Engineering Co., Ltd. as the tenderer, with plans to determine the partner through open bidding in October 2025. The funding sources include fiscal funds and self raised funds, and the industry belongs to water conservancy engineering.

The Huamiao Reservoir is located on the Huamiao River, a tributary of the Longshu River in Guichi District. The dam is located near Huamiao Village in Tangxi Town and is a key control project on the Huamiao River. It mainly focuses on flood control and water supply, while also considering comprehensive utilization such as irrigation. The engineering grade is Grade III. The hub project mainly consists of concrete gravity dam retaining dam section, discharge dam section, fishway and other buildings, with a maximum dam height of 49.0 meters. The reservoir design is meticulous, with different water levels corresponding to different functional storage capacities, such as a flood control water level of 148.0 meters, a normal water level of 150.0 meters, a flood control high water level of 150.9 meters, etc., with a total storage capacity of 41.15 million cubic meters. The layout of the dam is reasonable, with multiple dam sections arranged from left to right, and a road to the dam will also be constructed on both sides.

After the completion of Huamiao Reservoir, it will play an important role in multiple aspects. In terms of water supply guarantee, an average annual water supply of 79000 tons/day can be provided to the main urban area of Guichi District, Tangxi Town, and Meijie Town, increasing the water supply guarantee rate to 95% in the 2035 level year and effectively alleviating the supply-demand contradiction of regional water resources. In terms of flood control, it can increase the flood control capacity of Tangxi Town from once every 10 years to once every 20 years, and synchronously improve the flood control standards of downstream villages along the river, providing protection for the safety of people's lives and property. In terms of irrigation, it can improve the irrigation area on both sides of the Longshu River by 20000 mu, and increase the irrigation guarantee rate from 60% to 90% by 2035, which will help stabilize agricultural production and development. At the level of ecological protection, the reservoir will release a maximum ecological flow of 0.66 cubic meters per second in an orderly manner to maintain the balance of the river ecosystem.

The content of this bidding is equity investment and PCO for the Huamiao Reservoir project.
