On September 25, 2025, the bidding for the Jiaoyang 100MW/200MWh grid side energy storage project (EPC) in Quanjiao County was launched. The estimated contract price is about 173.96 million yuan, the EPC investment unit price is about 0.8698/Wh, and the planned construction period is 180 calendar days.

The project tenderer is Quanjiao Jiaoyang New Energy Technology Co., Ltd. The company was established in August 2022 with a registered capital of 40 million yuan. It is a wholly-owned subsidiary of Quanjiao Huike Industrial Investment Group, a state-owned enterprise in Chuzhou City, Anhui Province, and Quanjiao County Quanxin Industrial Investment Co., Ltd.  

This project plans to construct a 100MW/200MWh grid side energy storage power station, which is divided into an energy storage equipment area and a 110kV booster station area. This bidding includes but is not limited to all work from construction drawing design, procurement, construction, commissioning, trial operation, to project acceptance, grid connection, handover, filing, and maintenance after project completion. The total investment scale of the project is about 173.96 million yuan.  

Bidders must possess both (1) design qualifications: comprehensive Grade A engineering design qualification or Grade B or above engineering design qualification in the power industry, or both Grade C or above engineering design qualification in the power industry (transmission engineering, substation engineering) and Grade B qualification in the new energy power generation industry; (2) Construction qualification: Possess a third level or above qualification for general contracting of power engineering construction and a license for undertaking installation (repair, testing) of power facilities (all of which are second level or above), and have a valid safety production license.  

The qualification requirements for the main person in charge to be appointed by the bidder are: (1) The contractor's project manager must have a registered construction engineer qualification of Level 2 or above in the field of mechanical and electrical engineering issued by the construction administrative department, or must have a registered electrical engineer qualification or a senior technical title in the field of power engineering or related majors. (2) Design leader: Must possess the qualification of registered electrical engineer or a senior or higher technical title in the field of power engineering. (3) Construction manager: must possess the professional qualification of second level or above registered construction engineer in mechanical and electrical engineering issued by the construction administrative department, and obtain the safety production assessment certificate B issued by the construction administrative department. (4) The project manager of the contractor can be concurrently held by the design leader or construction leader, but the design leader and construction leader must be independently established and cannot be held by one person at the same time.  

Credit requirement: If a bidder falls under any of the following circumstances, they shall not be determined as the winning bidder: ① - ⑤ being included in the "Credit China" website's "Dishonest Executed Person"/"Major Tax Illegal Dishonest Subject"/"List of Joint Punishment Objects for Dishonest Arrears of Migrant Workers' Wages"/"List of Serious Dishonest Subjects", or disclosing serious dishonest behavior that is still in the public notice period on the "Credit China" website. ⑥ Listed in the "List of Abnormal Operations"/"List of Serious Illegal and Dishonest Enterprises" on the National Enterprise Credit Information Publicity System website. ⑦ Units and individuals who have committed bribery crimes in the past three years; ⑧ Those whose bidding qualifications have been cancelled by the public management departments at both the city and county levels, as well as various industry regulatory departments, within a certain period of time and within the cancellation period; ⑨ Being restricted from bidding by relevant administrative departments at or above the county level due to unpaid wages to migrant workers and within the restriction period; ⑩ Construction enterprises listed in the list of abnormal wage payments for migrant workers at the provincial and municipal levels are restricted from participating in bidding for housing and municipal construction projects throughout the city; Construction enterprises listed in the county-level abnormal list are restricted from participating in bidding for housing and municipal construction projects within their respective administrative regions.Editor/Bian Wenjun
