In the era of energy transformation and green development, Shanxi Province is steadily moving towards a new height of renewable energy utilization. On September 25th, the Shanxi Provincial Energy Bureau issued a notice on the development of distributed renewable energy in 2025.

The notice points out that the Shanxi Provincial Energy Bureau plans to organize the application work for the provincial construction plan of distributed renewable energy in 2025. Each city's energy bureau should follow the development goals and key tasks specified in the Jinzhengbanfa [2023] No. 5 document, based on local resource conditions and power grid carrying capacity, and actively explore the development path and pilot direction proposed in various action plans, especially in the "Thousand Household Mu Guang Action" and "Transportation and Energy Integration", and organize the application of distributed renewable energy projects.

The total carrying capacity of distributed power sources in green areas is 4.013 million kilowatts.

The notice also pointed out that the energy bureaus of each city should implement the requirements of on-site consumption and nearby utilization of distributed renewable energy, strictly organize project applications according to the carrying capacity of distributed renewable energy access in each county (district), timely verify the recorded capacity with the local power grid company and deduct it, and the total declared scale shall not exceed the carrying capacity of distributed renewable energy power sources in each county (district) (Attachment 2).

The application for distributed photovoltaic power generation projects must comply with the requirements of the Jin Energy Regulations [2025] No. 2 document, and the application for a single decentralized wind power project must comply with the requirements of the National Energy Development and New Energy [2018] No. 30 document.

The distributed renewable energy projects of "transportation and energy integration" planned and implemented by the same enterprise group in multiple areas such as highways or slopes along transportation routes can be packaged and directly submitted to the Provincial Energy Bureau.
