On September 28, 2025, the China Power Construction Sunshine Procurement Network officially released the "Public Bidding Announcement for the Procurement Project of the First Phase of the China Power Construction New Energy Jimo 1 Million kW Offshore Wind Power Project", marking the substantive preparation stage of this key offshore wind power project in Shandong Province.

The project is located in the sea area of Jimo District, Qingdao City, Shandong Province, with a planned total installed capacity of 1000MW (1 million kW). It is planned to install 62 advanced wind turbines with a single unit capacity of 16MW, using groutless connection section single pile foundation technology to improve the efficiency and structural stability of deep-sea operations. Innovative design of power transmission system, collecting electrical energy through 14 66kV submarine cables to the offshore boosting station. After boosting, it is transmitted to the offshore high resistance station through 2 500kV submarine cables (XPLE insulated steel wire armored copper core submarine cables with a cross-section of 2 × 800mm ², with a total length of 75km), and finally connected to the onshore centralized control center through 2 500kV submarine cables, forming a three-level transmission architecture of "offshore converter high resistance voltage regulation onshore centralized control". The project will simultaneously plan and construct one ± 500kV offshore converter station, one 500kV high resistance station, and one onshore centralized control center, to build a complete offshore wind power energy hub.

The bidding announcement clearly states that the preliminary work of the first stage covers four core areas: firstly, the preparation of military special topics, which requires the completion of review and final draft modifications to ensure that the project meets national defense and security requirements; The second is pre feasibility study, which systematically evaluates the technical and economic feasibility of the project; The third is wind measurement data service, providing continuous wind speed and direction data at all altitudes for more than one year; The fourth is marine hydrological observation, including annual observation of wave, tide, and current levels, as well as full tide hydrological observation, which provides key parameters for the design and construction of wind turbine foundations. According to the requirements, the winning bidder is required to complete the preparation, review, and filing of all special reports within 12 months after the contract is signed, laying the foundation for the subsequent approval and commencement of the project.

As a key project of Shandong Province's "14th Five Year Plan" for building a strong marine province, the Jimo offshore wind power project can deliver about 3 billion kilowatt hours of clean electricity to the Shandong power grid annually after completion, which is equivalent to saving 900000 tons of standard coal and reducing 2.3 million tons of carbon dioxide emissions. The 16MW large capacity unit and 500kV high-voltage submarine cable technology adopted by it are both at the leading level in China, which will effectively improve the economy and reliability of offshore wind power development. The launch of this bidding work marks the shift of the project from planning and demonstration to engineering implementation, and has important demonstration significance for promoting the green transformation of Shandong Province's energy structure and building a new type of power system.Editor/Cheng Liting
