On September 28, 2025, the groundbreaking ceremony of the Three Gorges Offshore Wind Power International Industrial Park project in Beihai, Guangxi was held grandly in Tieshangang District, marking a new stage of comprehensive development for Beihai's far-reaching offshore wind power industry.

The total planned investment for this project is 21 billion yuan, dedicated to building a full industry chain system that integrates technology research and development, high-end equipment manufacturing, operation and maintenance services, and industrial supporting facilities. At present, it has successfully attracted leading domestic offshore wind power industry chain enterprises such as Goldwind Technology, Hydropower Fourth Bureau, Oriental Cable, CRRC Electric, Bluewater Offshore Engineering, Chengfei Blade, and CRRC Zhuzhou Institute to settle in, and has initially built a high-quality full industry chain park, laying a solid foundation for building an offshore wind power industry base based in the Beibu Gulf and radiating to ASEAN.

Li Li, Deputy Secretary of the Beihai Municipal Party Committee and Mayor, pointed out at the ceremony that Beihai City deeply implements the important requirements of General Secretary Xi Jinping's work discourse on Guangxi, actively responds to the decision-making and deployment of the Party Central Committee, the State Council, and the autonomous region, adheres to the concept of practical work and innovation as the soul, speaks with performance and is evaluated by the people, and regards the development of strategic emerging industries such as deep-sea wind power as a key lever for building a maritime economy and an important breakthrough for promoting industrial revitalization and upgrading. To this end, Beihai City has planned and constructed a marine energy equipment manufacturing industrial park covering over 5000 acres. The decision of top enterprises such as Three Gorges Group to invest in Beihai has driven a group of interconnected enterprises to accelerate their clustering and build clusters, injecting strong impetus into the development of Beihai's industry.

Wu Qiren, General Manager of Guangxi Branch of China Three Gorges Corporation, stated that the Three Gorges Corporation will fully leverage its own advantages, actively fulfill its role as the "chain leader" of the offshore wind power industry chain, and work together with upstream and downstream industry partners to build an international offshore wind power industrial park in Beihai. Three Gorges Group will lead by technological innovation, promote the technological and industrial upgrading of the entire wind power industry chain, and efficiently develop offshore wind energy resources in the Beibu Gulf. At the same time, it will also drive the coordinated development of marine comprehensive energy and resources such as marine fisheries and offshore photovoltaics, forming a diversified industrial pattern.

The commencement of the Three Gorges Offshore Wind Power International Industrial Park project in Beihai, Guangxi is not only an important milestone in the industrial development of Beihai City, but also a new starting point for offshore wind power industry cooperation in the Beibu Gulf region and even ASEAN countries.
