The investment enthusiasm remains undiminished, and the project scale is astonishing

State Power Investment Corporation, China National Petroleum Corporation and other energy central enterprises have clearly identified "increasing efforts to acquire new energy resources and fully promoting the construction of large-scale bases" as their work priorities. At the project level, there is active cooperation and capital operation among enterprises: China General Nuclear Power Corporation and Datang Group have reached a strategic cooperation and successfully raised 11.8 billion yuan in equity funds; Huadian New Energy has established the Minqin "Shagehuang" Energy Company.

The project is progressing rapidly. Since June, the total scale of various processes involving the "Shage Wilderness" large base has approached 65 million kilowatts. Several benchmark projects with tens of millions of kilowatts, such as Kubuqi, Golmud in Qinghai, and Alxa in Datang, have attracted attention. The ultra-high voltage transmission channel has also made key progress, providing core support for power transmission. According to the analysis, the total scale of projects with a scale exceeding 10GW by major power generation companies in this field has exceeded 170GW, and the total project scale has exceeded 250GW, indicating enormous potential.

Policy provides strong support, but challenges cannot be ignored

At the policy level, the issuance of the "Three North Desert Gobi Desert Photovoltaic Desertification Control Plan (2025-2030)" has clearly set the goal of adding 253 million kilowatts of photovoltaic installed capacity by 2030, injecting a boost into the industry and is expected to stimulate a trillion dollar market.

However, behind the scale, the dual challenge of "environment+cost" urgently needs to be solved.

The challenges of environmental adaptability are severe: special geological and meteorological conditions have led to problems such as foundation settlement, sand and dust obstruction, accelerated equipment degradation, and even severe damage to the power station due to extreme weather conditions. At the same time, weak local power grids are unable to support a high proportion of new energy access, leading to safety and stability issues such as oscillation and overvoltage, resulting in tripping or even abandonment of power.

The cost pressure continues to intensify: the EPC winning price of "Shagehuang" (including component inverters with an average of 1.83 yuan/W, excluding an average of 1.16 yuan/W) has been far lower than that of conventional ground power stations, reflecting extreme cost competition.
