Against the backdrop of accelerated global energy transition, the cooperative relationship between China and Azerbaijan is undergoing a strategic upgrade. Both sides break through the traditional scope of energy trade and make renewable energy the core pillar of future cooperation. With China's comprehensive advantages in clean energy technology, equipment, and project development, combined with Azerbaijan's abundant solar and wind energy resources, this cooperation will not only reshape the country's energy structure, but also strive to build it into a green energy hub connecting Asia and Europe.
The cooperation process is accelerating, and multiple agreements have been signed and implemented
2025 will be a crucial year for energy cooperation between China and Arab countries. During President Aliyev's visit to China in April, both sides elevated renewable energy to the level of strategic cooperation and explicitly promoted solar, wind, and energy storage projects. Among them, the planned 2 million kilowatt offshore wind power project in the Caspian Sea is particularly noteworthy, which will significantly enhance Azerbaijan's green power export potential.

Collaboration continues to advance. In June, the Minister of Energy of Afghanistan, Sabazov, signed an agreement with China Datang Corporation to jointly promote the construction of the "Green Energy Corridor", focusing on solving the problems of renewable energy grid connection and stable transmission. In September, the Free Economic Zone signed an investment agreement with Sichuan Saixin Photovoltaic Technology to build a photovoltaic module factory with an annual production capacity of 3 million kilowatts, achieving a localized closed-loop from product manufacturing to power station construction.
Deepening cooperation mode, covering the entire industry chain
China Arab cooperation has gone beyond simple project development and has developed in depth towards technology transfer and industrial cultivation. At the first International Investment Forum in Baku, the Development Bureau of the Azerbaijan Economic Zone signed a memorandum of understanding with China Datang Overseas Investment Corporation to jointly build a "Green Energy Industrial Park". This is not only a single project, but also an important practice for Azerbaijan to build a regional center for green energy and technological innovation.
Chinese companies plan to help Azerbaijan achieve localized production of wind turbines and photovoltaic modules, which will drive local employment, enhance industrial capacity, and strengthen its position as a key node in the Asia Europe energy supply chain.
Clear shared vision and clear transformation path
Azerbaijan has set clear goals for the development of renewable energy: by 2027, the installed capacity of solar and wind energy will reach 2 million kilowatts; By 2030, increase to 6 million kilowatts. President Aliyev called this a "complete transformation of the energy structure" and publicly praised China's leading quality and cost-effectiveness in the field of solar panels and energy storage systems.

China's technological strength provides solid support for this transformation. China holds over 40% of global patents in renewable energy technology, and continues to make breakthroughs in solar conversion efficiency, offshore wind turbine capacity, and energy storage technology.
