Chinese state-owned enterprise wins Saudi Arabia's 17 billion yuan photovoltaic big deal

Recently, China Energy Engineering Group Co., Ltd. (CEEC) and China Electric Power Construction Group Co., Ltd. (PowerChina) have made significant breakthroughs in the Saudi Arabian market, jointly signing four large-scale photovoltaic power plant projects with a total installed capacity of up to 4 gigawatts (GW) and a total contract amount exceeding 17 billion yuan. This series of cooperation is another milestone in the deepening strategic docking between Chinese enterprises and Saudi Arabia in the field of clean energy, and it is also a strong proof of the widespread recognition of Chinese technology, equipment, and standards in the international high-end market.

Among them, China Energy Engineering Corporation announced that a joint venture formed by its subsidiaries, in collaboration with Saudi International Power and Water Company (ACWA Power), Saudi Public Investment Fund (PIF), and Saudi Aramco Power Company, has signed multiple new energy engineering general contracting contracts. The total amount of this package of contracts is approximately 2.745 billion US dollars (equivalent to approximately 19.554 billion yuan), of which the core project - the Saudi PIF Phase VI Faris 2GW photovoltaic project, has a contract amount of approximately 831 million US dollars (equivalent to approximately 5.93 billion yuan). According to the plan, the project is expected to have a construction period of 26 months. After completion, it will greatly alleviate local electricity demand and assist in energy transformation.

At the same time, China Power Construction also announced the good news of its successful bid. The consortium formed by its subsidiary and parent company has officially signed contracts for two independent power producers (IPP) photovoltaic projects, Shataf 1 and 2, with Shataf Renewable Energy Company. The contract amounts for these two projects are approximately RMB 5.843 billion and RMB 5.876 billion respectively, totaling approximately RMB 11.72 billion. The projects are located in Afif Town, Riyadh Province, central Saudi Arabia. The main engineering content includes the construction of a total of 2GW photovoltaic power plant area, supporting 33/132kV booster stations, 132kV transmission lines, and related power grid access facilities and connecting roads. The construction period of both projects is also set at 26 months.

This cooperation of more than 17 billion yuan is not only a major achievement of energy cooperation between Chinese enterprises and Saudi Arabia under the "the Belt and Road" framework in 2025, but also shows the firm commitment of both sides to jointly tackle climate change and promote sustainable development. The implementation of these projects will effectively increase Saudi Arabia's proportion of renewable energy generation, inject green momentum into its "2030 Vision" economic transformation plan, and also drive China's advanced photovoltaic industry technology, engineering management experience, and full industry chain services to the world, achieving mutual benefit and win-win results.
