Qatar BH EPIC general contracting project officially launched

Under the background of profound adjustment of the global energy pattern and continuous deepening of the "the Belt and Road" initiative, on October 13, 2025, a simultaneous meeting across Tianjin and Singapore marked a historic breakthrough in China Qatar energy cooperation - the official launch of the Qatar BH EPIC turnkey project. This offshore oil and gas project with a contract amount of US $4 billion is not only the largest international offshore oil and gas EPC project contracted by Chinese enterprises, but also a benchmark project for the upgrading of China Qatar energy cooperation and high-quality development of the "the Belt and Road" in the mode of full industrial chain coverage and multinational collaborative innovation.

As a strategic project of Qatar Energy Company, the BH EPIC development area is located in the Bul Hanine oil field in the Persian Gulf, with a maximum depth of 40 meters. The project covers the full process construction of more than 60 marine facilities, including design, procurement, construction, transportation, installation and commissioning, as well as the laying of 40 submarine pipelines, upgrading of in-service platforms, and dismantling of abandoned platforms. The steel processing volume alone exceeds 130000 tons, equivalent to 18 Eiffel Towers, setting a new international record for technological collaboration and engineering management complexity in marine engineering.

The implementation of this milestone project stems from a decade long accumulation of trust between Chinese enterprises and Qatar Energy Company. The core contractor, Haiyou Engineering, has gradually built a capability system from modular construction to full chain general contracting through benchmark projects such as NFA, NFPS COMP2, ISND5-2, and RUYA, establishing a professional brand of Chinese offshore engineering in the Middle East market. At present, CNOOC Engineering has formed a regional management model with the Middle East as the "bridgehead", and has established stable cooperation with top oil companies such as Saudi Aramco. Its international engineering general contracting capability has become a core advantage for Chinese enterprises to participate in global energy competition.

From a strategic perspective, the project has dual value for China Qatar cooperation: Qatar, as a global liquefied natural gas exporting country, is highly aligned with China's energy security needs. This cooperation promotes the transformation of both sides from "energy trade" to "full industry chain partners", paving the way for cooperation in new energy, carbon reduction and other fields. Under the framework of the "the Belt and Road", the project has become a model of China's high-end equipment "going global" - China's self-developed modular construction technology and submarine pipe and cable equipment will be applied on a large scale, and at the same time, China, Singapore, Kazakhstan and other multinational resources will be integrated to form a cross regional synergy model and provide a replicable "China plan" for the energy infrastructure of countries along the line.
