Recently, the domestic new energy enterprise "Heguang Tongcheng" announced the official signing of a photovoltaic cell project cooperation agreement with the energy department of Azerbaijan, marking the first deep landing of Chinese photovoltaic technology and equipment in Central Asia, providing new assistance for the transformation of local energy structure and the promotion of "dual carbon" goals, and also becoming another important achievement for Chinese new energy enterprises to "go global".

It is reported that the total investment of the Azerbaijan photovoltaic cell project signed this time is about 320 million US dollars, with a planned construction scale of 500 megawatts, covering the entire chain of photovoltaic cell module production, photovoltaic power station construction, and later operation and maintenance services. Among them, the photovoltaic module production line will adopt TOPCon high-efficiency battery technology independently developed by Heguang Tongcheng, with a mass production efficiency of over 26%. Compared with existing photovoltaic modules in the local area, the power generation efficiency will be increased by about 15%; The photovoltaic power station for supporting construction will be located in the Jalibad region of southeastern Azerbaijan, which has an annual sunshine duration of over 2800 hours and abundant wind and solar energy resources. It is a key new energy development base planned by the Azerbaijani government. After the completion of the project, it is expected to generate 850 million kilowatt hours of electricity annually, which can meet the annual electricity demand of 200000 households in the local area. At the same time, it can reduce carbon dioxide emissions by about 600000 tons per year, equivalent to the ecological benefits of planting 2.8 million trees.

From the perspective of cooperation mode, this project adopts a dual track model of "technology output+localization cooperation". Heguang Tongcheng will be responsible for providing core production equipment, technical support, and personnel training. At the same time, it will establish a joint venture with local energy companies in Azerbaijan to jointly promote project construction and operation. The proportion of local employees will gradually increase to over 70%, helping to cultivate technical talents in the new energy industry locally. In addition, the project will prioritize the procurement of basic building materials such as steel and cement from Azerbaijan, driving the development of the local industrial chain and achieving mutual benefit and win-win results.

As a rising star in China's photovoltaic industry, the expansion of Heguang Tongcheng to Azerbaijan is supported by both its technological strength and overseas market layout. In recent years, the company has continuously invested in the research and development of efficient photovoltaic cell technologies such as TOPCon and HJT. The related products have passed international certifications such as T Ü V from the European Union and UL from the United States, and have successfully entered markets such as Southeast Asia and Africa; The signing of this contract with Azerbaijan is aimed at the huge potential of the new energy market in Central Asia. According to the International Energy Agency, Azerbaijan plans to increase the proportion of renewable energy in energy consumption to 30% by 2030. However, the current installed capacity of photovoltaics is less than 50 megawatts, and the market gap is significant.

For Azerbaijan, the implementation of this project holds significant strategic importance. For a long time, Azerbaijan's energy structure has been dominated by oil and natural gas, with new energy accounting for less than 1%, facing pressure for energy transformation; The construction of the 500 MW photovoltaic project will significantly enhance the local clean energy supply capacity, reduce dependence on traditional fossil fuels, and provide a "Chinese model" for the development of subsequent new energy projects. At the signing ceremony, the Azerbaijani Minister of Energy expressed his expectation to use this cooperation as a starting point to further deepen cooperation with Chinese enterprises in the field of new energy and jointly promote regional transformation.

At present, Heguang Tongcheng has formed a special overseas project team and plans to go to Azerbaijan next month to carry out preliminary survey and planning work for the project. It is expected that the production line will be completed and put into operation in the first half of 2025, and the photovoltaic power station will achieve full capacity grid connected power generation by 2026.
