2025 is a year of sustained and vigorous development for China's wind power industry. According to incomplete public information statistics, from January to October this year, the scale of approved wind power projects nationwide has reached a new level, demonstrating strong development momentum.
According to statistics, during this period, a total of 880 wind power projects were approved nationwide, with a total scale of 121605.34 megawatts (approximately 121.61 gigawatts). From the perspective of project types, onshore wind power remains the absolute mainstay, with a total scale of approximately 109.47 gigawatts for 735 projects; Although there are only 15 offshore wind power projects, the individual scale is large, with a total of approximately 8.09 gigawatts; In addition, there are 130 decentralized wind power projects with a scale of approximately 4.04 gigawatts.

In terms of project owners, the market landscape presents a clear "national team" dominant feature. Among the top ten approved owners, state-owned enterprises have an absolute advantage. Specifically, State Power Investment Corporation ranked first with an approved scale of approximately 12.18 gigawatts, followed by State Energy Group (approximately 9.83 gigawatts), Huadian Group (approximately 8.73 gigawatts), Huaneng Group (approximately 7.38 gigawatts), and CGN (approximately 6.81 gigawatts) in second to fifth place.
From the analysis of the nature of investment entities, state-owned enterprises (including consortia) are undoubtedly the biggest winners, with a total of 541 projects approved and a total scale of 70.84 gigawatts, accounting for 58.38% of the total scale, demonstrating their role as ballast stones in energy transformation. Local state-owned enterprises followed closely, with an approved scale of about 25.73 gigawatts, accounting for 21.20%. Private enterprises are also active, with a total approved scale of approximately 24.78 gigawatts, accounting for 20.42%. Among them, companies such as Far East Energy, Inner Mongolia Ordos Investment Holding Group, and China Tianying are among the top.

In terms of regional distribution, a total of 28 provinces in China have approved wind power projects, demonstrating the extensive layout of wind power development nationwide. Among them, the approved scale of Inner Mongolia, Guangxi, and Guizhou provinces all exceeded 13 gigawatts, leading the country. From a regional perspective, the North China region has become the core area for wind power development with an approved scale of approximately 36.47 gigawatts. Overall, the wind power approval data for the first ten months of 2025 clearly depicts an industrial development landscape led by central enterprises, with the participation of various ownership enterprises, land and sea development simultaneously, and covering the whole country. This large-scale project reserve not only lays a solid foundation for the sustained growth of wind power installed capacity in the later stage of the 14th Five Year Plan, but also fully reflects China's firm determination and strong execution ability in promoting the green and low-carbon transformation of energy structure.
