On November 17, 2025, another strategic backbone project in the flood control system of the Huai River Basin - the adjustment and construction project of the flood discharge area below Fushan on the main stream of the Huai River officially began construction. This major water conservancy project with a total investment of 6.939 billion yuan has been included in 38 further projects for controlling the Huai River and 150 major water conservancy projects promoted by the state, marking a new stage in the management of the Huai River.

The project spans across Mingguang City in Anhui Province and Xuyi County and Sihong County in Jiangsu Province. Its feasibility study report was approved by the National Development and Reform Commission in September 2025. According to the plan, the total construction period of the project is 36 months, with an investment of 970 million yuan within Anhui Province.

The project will comprehensively enhance the flood carrying capacity of the river below Fushan through systematic measures such as dredging the main stream of the Huai River, opening up the Fengtieying diversion river, building and reinforcing embankments, and implementing the treatment of the Lihe Basin. After the implementation of the project, the Pancunwa flood control area will be adjusted to a flood control protection area, and the Baojiwei flood control area will be adjusted to a part of the flood detention area around Hongze Lake, effectively solving the long-standing problem of flood control and drainage in the Lihewa area.

As a key control project in the flood control engineering system of the Huai River Basin, this project is regarded as an important fundamental solution to the problem of Huai River floods. After the completion of the project, it will effectively solve the problems of poor flow at the tail end of the middle reaches of the Huai River. Through joint scheduling and application with the second phase of the Huai River estuary project, it will accelerate the discharge of Huai River floods and systematically reduce the pressure of flood control and waterlogging in the middle reaches of the Huai River.
