Goldwind, a leading Chinese wind turbine manufacturer, recently announced that it will work with Dere Construction, a Turkish partner, to build a modern wind turbine blade factory in Izmir, Türkiye. This strategic investment is not only to support the growing demand for orders in Türkiye and the European market, but also a key step for Chinese enterprises to transform and upgrade from product exports to technology exports and localized operations, marking a new stage for the localization of China's wind power industry in the European market. The geo chemical ratio will exceed 60%, supporting Türkiye's goal of 120GW wind power installed capacity in 2035, and also radiating to the European market.

Accurately establish industrial hubs and strengthen regional radiation capabilities

The plant is located in Izmir, an important wind power industry hub in Türkiye, reflecting Goldwind's far-reaching strategic considerations. The project plan covers an area of 20 hectares, of which the main building area is about 3 hectares, and is expected to be officially put into operation in 2027. After the factory is built, it will directly create over 500 job opportunities, with a particular emphasis on the cultivation and absorption of technical talents, of which the proportion of technical personnel is expected to exceed 40%. This will not only bring local employment opportunities, but also help to improve the technical level of Türkiye's local wind power industry chain.

Responding to localization policies and bridging the critical path of the market

The core motivation for the construction of the blade factory is to deeply match Türkiye's YEKA plan aimed at promoting the development of the country's renewable energy industry chain. The plan sets clear and strict requirements for the localization rate of wind power equipment: the localization rate of the entire machine needs to reach 51% or more, and the localization rate of key components such as blades needs to reach 65% or more.

Goldwind's move is a strategic response to this key market access condition. Through localized production, Goldwind can not only meet the policy requirements, stabilize its competitive position in the Türkiye market, but also significantly reduce the high logistics costs caused by long-distance transportation, which is expected to save about 25%. This has substantially improved its product price competitiveness in Türkiye and surrounding European markets.

Deeply cultivate the local market and achieve the transition from going global to integrating into it

Goldwind has always adhered to the deep localization strategy since it entered the Türkiye market in 2016. Up to now, the company has successfully operated 400 MW wind power projects in Türkiye, and 420 MW projects are under construction. The localization rate of its employees is as high as 88%, fully demonstrating its determination to integrate and develop with the local society.

When Izmir Blade Factory is put into operation, Goldwind's comprehensive localization rate in Türkiye will exceed 60% at one stroke, far exceeding the basic requirements of YEKA plan. On the one hand, it will directly help Türkiye achieve its ambitious goal of 120GW wind power installed capacity in 2035, and provide a solid guarantee for its energy transformation; On the other hand, Türkiye is located at the intersection of Europe and Asia. With Turkey as the production base, Goldwind can effectively radiate the entire European market, and establish a bridgehead to deal with European market demand and potential trade barriers. The construction of Goldwind Türkiye Leaf Factory is a vivid model of the globalization strategy of Chinese new energy enterprises from product to value chain. It is no longer just an export of equipment, but a systematic localization and integration of capital, technology, production, and management experience, achieving win-win development with the host country. This layout not only consolidates the core competitiveness of China's wind power industry chain on a global scale, but also injects new vitality and certainty into the global energy green transformation.Editor/Cheng Liting
