On November 22, 2025, the feasibility study report for the 500MW offshore wind power project at the 6-1 site in Liaodong Bay, Liaoning Province, China, prepared by CGN New Energy, was officially announced as the winning bidder for procurement. China Power Construction East China Survey and Design Institute Co., Ltd., with strong technical strength and rich project experience, has successfully won the bid with a bid price of 25.42 million yuan, and will undertake the key technical service work in the early stage of this major clean energy project. The project is located in the southeastern sea area of Huludao City, Liaoning Province, with a planned installed capacity of 500000 kilowatts. It is an important strategic project for the development of offshore wind power in Northeast China and has significant implications for promoting regional energy structure transformation.

In depth analysis of project overview and technical requirements

The project site is located in the Liaodong Bay area, with an offshore distance of about 35-57 kilometers and a water depth of 22-28 meters. The site is distributed in a regular quadrilateral shape, with a length of about 15.4 kilometers from east to west and a width of about 6.9 kilometers from north to south. The total planned area is about 79.78 square kilometers. According to the requirements of the bidding documents, the winning bidder is required to be fully responsible for the collection and organization of basic data in the early stage of the project, the preparation of feasibility study reports, engineering geological surveys, and the preparation of related special reports. At the same time, they also need to carry out special technical research such as geological profile exploration in the offshore wind farm area. These systematic preliminary technical works will provide important technical basis and decision support for the subsequent engineering design, equipment selection, and construction of the project.

Three strong bidding showcases the competitive landscape of the industry

This bidding has attracted many top domestic design institutes to participate in the bidding, forming a fierce competitive situation. The second candidate for the bid, China Electric Power Construction Group Zhongnan Survey and Design Institute Co., Ltd., has a bid price of 29.56 million yuan. The institute has deep technical accumulation in the field of offshore wind power and successfully won the bid for the preliminary technical consulting and special report services of the CNNC Huineng Qingdao offshore wind power project in November 2024. In June 2025, it plans to win the bid for the Shandong offshore wind power preliminary project of China Resources New Energy, demonstrating its strong competitiveness in the northern offshore wind power market. The third candidate for the bid, China Energy Engineering Group Zhejiang Electric Power Design Institute Co., Ltd., quoted 14.05 million yuan. Although it won the bid for Zhejiang Energy Group's offshore wind farm access system project in August 2025 and has certain advantages in specific technical fields, its overall strength and project experience in the offshore wind power field still have a significant gap compared to East China Institute. From the comparison of various bidding strategies and comprehensive strengths, it can be seen that in the current bidding of major engineering projects, the technical strength, project experience, and comprehensive service capabilities of enterprises have become more important considerations than price.
