On December 1, 2025, a consortium led by Yunnan Water Resources and Hydropower Engineering Co., Ltd. successfully won the bid for the Lujiangba Irrigation Area Project in Baoshan City, Yunnan Province. The total investment of the project reached 32.34 billion yuan. As a key project in the national "14th Five Year Plan" for water security and the Yunnan Province "14th Five Year Plan" for the development of water conservancy projects, this bid marks the substantial progress of modern water conservancy construction in the western Yunnan border area.

The Lujiangba Irrigation District is located on both sides of the Nu River in Baoshan City, covering 14 townships in Longyang District, Shidian County, and Longling County. It is a major producer of rice, sugarcane, and coffee in Yunnan Province and an important national grain production base. However, the uneven spatial and temporal distribution of water resources in the region, frequent droughts, lack of key water sources for regulation and storage, and long-term engineering water shortages have hindered agricultural development and rural revitalization. After the completion of the project, this situation will be completely reversed. By building a sound water resource allocation system, the development pattern of "moistening thousands of acres of fertile land and connecting green canals with people's livelihoods" will be achieved.

As a large-scale water conservancy project, the project construction covers three core areas: water source engineering, irrigation canal (pipe) engineering, and drainage engineering. Among them, 2 small reservoirs and 13 water intake dams will be built, 62 irrigation channels (pipes) will be laid, with a total length of 508.85 kilometers, and 3 supporting drainage projects will be constructed, with a total length of 12.41 kilometers. The engineering design covers an irrigation area of 634700 mu, including 234500 mu of guaranteed irrigation area, 195000 mu of improved irrigation area, 124700 mu of restored irrigation area, and 80500 mu of newly added irrigation area. The total annual water supply can reach 280 million cubic meters, which not only guarantees the irrigation needs of farmland in the irrigation area, but also solves the safety problems of domestic and industrial water for 429900 people.

The winning bidder, Yunnan Water Resources and Hydropower Engineering Co., Ltd. consortium, stood out with rich experience in water conservancy engineering construction and strong technical strength. Previously, the company had undertaken multiple key water conservancy projects in multiple areas of Yunnan. This time, it is leading the Lujiangba Irrigation Area project and will strictly follow the construction concept of "government led, enterprise participation, integration of back-end, promotion of front-end, and overall promotion" to ensure that the project quality meets current national and industry standards and achieves one-time acceptance and qualification. The bidding for the project construction preparation stage has been completed, and the service period will last from the signing of the contract to the completion acceptance and post evaluation. The first batch of construction drawings will be delivered within 30 calendar days after the preliminary design approval.

The implementation of the project has significant strategic significance. It can not only optimize the allocation of water resources in the western Yunnan border, ensure regional food production safety, but also promote the development of characteristic agricultural clusters in dry hot valleys, help improve the quality and efficiency of plateau characteristic industries such as coffee and tropical fruits, and provide solid water conservancy support for consolidating the achievements of poverty alleviation, promoting rural revitalization, and revitalizing the border and enriching the people. As an important component of the "Three Waters Together" water safety network in Baoshan City, Lujiangba Irrigation District will work together with Baoshanba and Tengchong Irrigation Districts to inject surging "water power" into the high-quality economic and social development of the western Yunnan border areas.
