In the Piura Highlands of northern Peru, vast farmland faces irrigation difficulties year-round, and many farmers hold onto their land but have limited harvests. On January 5, 2026, a turning point came here - the Peruvian government officially announced that a consortium led by a Chinese company had successfully won the consulting service contracts for the Piura Highlands hydroelectric irrigation project and the Boechos water system project.

This is not only China's first intergovernmental cooperation project in Peru, but also an international competition that brings together top competitors from multiple countries such as the UK, the Netherlands, and Spain. The Chinese team stands out with innovative solutions, like a clear spring about to irrigate this arid land, bringing vitality and hope to the local community.

China's plan to defeat competitors from multiple countries

This project belongs to the consulting services of the Project Management Office under the framework of intergovernmental cooperation in Peru, aiming to provide technical assistance for hydropower irrigation and water conservancy systems in northern Peru. In the bidding process, the Chinese consortium faced fierce competition from multiple countries such as the UK, the Netherlands, Spain, Portugal, Canada, Japan, and South Korea, and won the bid with professional technical solutions and innovative management models. This demonstrates China's increasing comprehensive competitiveness in the field of water conservancy and irrigation, and also opens up a new path for China's agriculture and water conservancy technology to "go global".

Irrigation benefits tens of thousands of residents and land

After the completion of the project, it is expected to add and improve approximately 33000 hectares of agricultural irrigation land in northern Peru, directly benefiting more than 25000 local households. This will not only significantly enhance regional agricultural production capacity and improve residents' living standards, but also create a large number of job opportunities and absorb local surplus labor. At the same time, the project will drive the coordinated development of upstream and downstream industries, injecting strong impetus into the high-quality economic and social development of northern Peru, and becoming a model for China Peru cooperation to benefit people's livelihoods.

Creating a new model of international engineering for Chinese enterprises

As China's first intergovernmental cooperation project in Peru, this winning bid not only further opens up broad prospects for China Peru cooperation, but also creates a new cooperation model for Chinese enterprises to participate in international engineering projects. By integrating water conservancy and irrigation, agricultural technology and management experience, China's program provides a replicable model for developing countries around the world, helps high-quality development of the the Belt and Road, and promotes China's sharing of development opportunities with the world. Keywords: the Belt and Road information, hydropower engineering

From arid highlands to fertile fields, the combination of Chinese technology and Peruvian demand is writing a new chapter of cooperation. As the project gradually lands, clear springs will flow on the land of Piwula, and smiles will bloom on the faces of residents. The friendship between China and Peru, like this water conservancy project, has a long history and nourishes the four directions.Editor/Yang Meiling
