On January 15, 2026, a bidding announcement attracted attention in the new energy industry. The winner of the 310MW Fishery Photovoltaic Complementary Power Generation Project at Yuexin Guandong Salt Field has finally been announced. The consortium formed by East China Survey and Design Institute Co., Ltd. of China Power Construction Group and Xihe Electric Power Co., Ltd. has successfully won the bid with a price of 731 million yuan. This large-scale project located in Xiangshui County, Yancheng, Jiangsu Province, not only has a considerable scale, but its unique fishery photovoltaic complementary model also provides a new idea for green development in Jiangsu, where land resources are scarce.

Detailed project basic information

The first candidate for the consortium that won the bid this time is China Power Construction East China Institute and Xihe Electric Power, with a bid price of 731181682.06 yuan. The project is located in Guandong Salt Field, Xiangshui County, Yancheng City, Jiangsu Province, covering an area of approximately 7492 acres. The installed capacity on the DC side is 385 MWp, and the installed capacity on the AC side is 310 MW. The project plans to adopt a technical solution combining fixed and flat single axis tracking photovoltaic brackets, with a fixed bracket installed capacity of about 226.8 MW and a flat single axis tracking bracket installed capacity of about 83.2 MW. The entire project covers the entire process from survey and design to construction, equipment procurement and installation, and commissioning and grid connection. It is a turnkey project, and a new booster station will be built to support it. The project has a planned construction period of 482 days and is expected to have grid connection conditions by December 31, 2026, with full completion by April 30, 2027. Other participating units in the bidding include Zhongshui North Survey, Design and Research Co., Ltd. and Tianjin Electric Power Construction Joint Venture, as well as China Energy Engineering Guangxi Electric Power Design and Research Institute Co., Ltd.

Combining strength and expertise

The composition of the winning consortium reflects the combination of resources and professional capabilities. Established in 1954, East China Survey and Design Institute Co., Ltd. of China Electric Power Construction Group is a special grade enterprise under the umbrella of China Electric Power Construction. It holds top domestic qualifications such as Engineering Design Comprehensive Class A and Engineering Survey Comprehensive Class A. It has strong technical strength and rich engineering experience in the fields of energy and power, infrastructure construction, etc. The other party of the consortium, Xihe Electric Power Co., Ltd., is a company dedicated to the development and construction of new energy projects, established in 2012 and headquartered in Nanjing. As a member unit of Jiangsu Photovoltaic Industry Association, the company not only has the qualification for new energy design in the power industry, but also participates in the preparation of multiple national photovoltaic standards. It is reported that Xihe Power has put into operation a project with a grid connected scale of about 3GW, covering multiple domestic markets and expanding to Southeast Asia, Africa, and Europe. The biggest highlight of this project is its adoption of a complementary fishing photovoltaic mode. This mode generates electricity by installing photovoltaic panel arrays above the aquaculture water surface, while the water below continues to be used for aquaculture, achieving a three-dimensional combination of electricity production and agricultural aquaculture, significantly improving the economic output and comprehensive utilization efficiency per unit land area. According to calculations, the unit cost of this project is approximately 2.36 yuan per watt, which is within a reasonable price range among current large-scale fishery photovoltaic complementary projects.
