On January 19, 2026, a major project concerning the future water supply for millions of people in the Liaodong Peninsula received national approval. When the seal on the feasibility study report fell, the first phase of the Liaodong Peninsula water resource allocation project with a total investment of 20.275 billion yuan officially moved from blueprint to reality. This is not only a complex water conservancy network blueprint, but also a glimmer of hope for solving the long-term resource-based water shortage dilemma in Dalian city.

Grand skeleton and precise design

The Liaodong Peninsula Water Resources Allocation Project is the main framework of the Northeast Water Network and the southern line of the Liaoning North Central South Three Line System, with a grand scale. The core of the project includes the construction of a Shihu Reservoir with a total storage capacity of 535 million cubic meters in Xiuyan Manchu Autonomous County, Anshan City. Its concrete gravity dam has a maximum height of 56.4 meters; Build a new Heiyuting sluice on the main stream of Dayang River in Donggang City, Dandong City, with a normal water level of 6.2 meters. Both will divert valuable water resources to the Biliuhe Reservoir in Pulandian District, Dalian through a 285.7 kilometer water transmission line. The total construction period of the entire project is 72 months, and the investment and technical complexity are among the best in the history of water conservancy construction in Liaoning.

Cracking the Water Shortage Crisis in Dalian

The urgency of the project stems from the severe water resource situation in Dalian. Data shows that the average annual total water resources in Dalian are only 3.074 billion cubic meters, and the per capita water resources are about 415 cubic meters, which is less than one-fifth of the national per capita level. This shortage has long constrained the economic and social development as well as ecological protection of Dalian. Therefore, this water diversion project is regarded as a key lifeline to ensure the sustainable development of the city in the future.
