As a national "dual" project and a core component of the Northeast water network, the Liaodong Peninsula Water Resources Allocation Project has recently been officially approved by the National Development and Reform Commission, with a total investment of 20.275 billion yuan. This figure not only sets a new record for the investment scale of water conservancy projects in Liaoning Province, but also marks a key milestone in China's strategic layout of "filling gaps and strengthening backbone" in water conservancy infrastructure. Against the backdrop of current policies tilting towards infrastructure such as water conservancy and new energy, this mega project spanning three cities and a 6-year construction period is becoming an important pivot to leverage regional development and activate the industrial chain.

Strengthen the framework of the Northeast Water Network South Line

The Liaodong Peninsula, especially the core city Dalian, has long been constrained by water scarcity despite its coastline, becoming a key bottleneck for regional industrial upgrading and urban expansion. The water resource allocation project approved this time is aimed at this core contradiction, with the design concept of "scientific allocation and multi effect integration", to build a water resource guarantee network covering Dalian, Anshan, and Dandong cities. As the main framework of the "North Central South Three Line Configuration" plan for water resources in Liaoning Province, the project will fundamentally reverse the supply-demand imbalance pattern through cross regional allocation of Dayang River water resources. After completion, it will supply an average of 477 million cubic meters of water to Dalian annually, which is equivalent to adding an "invisible reservoir" to this coastal city. It will not only ensure industrial production and urban domestic water demand, but also provide stable support for ecological protection and agricultural irrigation.

Collaborative efforts across multiple business formats

The entire project consists of two core components: water source engineering and water conveyance engineering. The engineering volume covers multiple fields such as earthwork excavation, concrete pouring, pipeline laying, and mechanical and electrical equipment installation, bringing practical market opportunities for industries such as water conservancy construction, building materials supply, and equipment manufacturing. The water source end is centered around the newly built Shihu Reservoir, with a total storage capacity of 535 million cubic meters. At the same time, supporting facilities such as the Heiyuting Sluice and booster pump station will be built, which not only undertake the functions of water storage and supply, but also integrate multiple benefits such as flood control, irrigation, and power generation, forming a comprehensive water conservancy hub with "one reservoir, multiple uses"; A backbone pipeline network with a total length of 285.7 kilometers has been constructed at the water delivery end, connecting the upper and lower sections of the Biliuhe Reservoir. Through the construction of three booster pump stations and the renovation of two existing pump stations, an efficient and interconnected cross regional water delivery system has been created to achieve precise scheduling and efficient transportation of water resources.

High quality projects become the industry's' reassurance pill '

From preliminary planning to feasibility study approval, the local department took more than three years to complete the approval of various prerequisite requirements. Now the project has entered the preliminary design and bidding preparation stage, which means that the 6-year construction period will bring sustained and stable demand to the upstream and downstream of the industrial chain. For water conservancy construction enterprises and design institutes within the province and even across the country, this national level project not only has sufficient funding guarantee and clear construction period, but also has the characteristics of high technical standards and strong demonstration effect, becoming a "high-quality target" during the market downturn; And suppliers of mechanical and electrical equipment such as pipeline materials, water pump units, and automation control systems will also face large order demands. The procurement of equipment for only 285 kilometers of water pipelines and 5 pump stations will leverage the release of production capacity in related manufacturing industries.

From three-year planning to formal approval, from blueprint design to upcoming bidding, the 20.275 billion investment is driven by the country's strategic considerations for regional development, an inevitable trend for the transformation and upgrading of the water conservancy industry, and a common development opportunity for the upstream and downstream of the industrial chain. With the gradual progress of the project, the Liaodong Peninsula will bid farewell to the "water shortage dilemma", and the southern backbone of the Northeast water network will be fully connected.
