The Liaodong Peninsula Water Resources Allocation Project has entered the construction preparation stage. This major water conservancy project, with a total investment of 20.275 billion yuan and a construction period of 6 years, spans three cities and seven counties in Dalian, Anshan, and Dandong, and will officially start construction before the end of the year. For Dalian, which has only one-fifth of the country's per capita water resources, this is undoubtedly a long drought waiting for a refreshing rain. A new lifeline of water resources is being drawn from the allocation of water sources from the Dayang River to the water supply network of the Liaodong Peninsula.

20 billion investment breaks through bottleneck
The Liaodong Peninsula Water Resources Allocation Project is a national dual project, the core framework of the Northeast Water Network, and the main framework of the southern line of the Liaoning North Central South Third Line Water Resources Allocation System. The total investment is 20.275 billion yuan and the construction period is 6 years. The core task of the project is to scientifically allocate the water resources of the Yangtze River and solve the bottleneck of water shortage in the Liaodong Peninsula. Dalian is a typical coastal water scarce city, with per capita water resources accounting for about one-fifth of the national total and half of the province's total. Water scarcity has long constrained economic and social development. This project can provide an annual increase of 477 million cubic meters of water supply to Dalian, which will completely reverse the tight supply and demand situation of water resources.
Construction preparation is progressing in an orderly manner
The Liaodong Peninsula Water Resources Allocation Project has entered the construction preparation stage, and the preliminary work is progressing efficiently. It is expected that the main project will officially start before the end of the year. On March 10th, the bidding work for the construction preparation project has been completed, and China Railway Tunnel Group has won the bid with a bid price of 53.48 million yuan. The planned start date stated in the bidding announcement is April 1, 2026. Previously, the engineering survey and design project had also completed bidding, and the winning bidder was Liaoning Provincial Water Resources and Hydropower Survey and Design Research Institute, with a bid amount of approximately 579 million yuan. Multi party funding guarantee implementation
The project funds come from 33% of the central budget, 22% of the municipal budget, 40% of self raised funds, and 5% of other funds. The project legal representative is Liaoning Liaodong Peninsula Water Co., Ltd., which is undertaken by a subsidiary of Dalian Water Group. The project has been listed as a modern water network project in the national 15th Five Year Plan, and is a major water conservancy project named by the National Water Resources Work Conference to start construction this year.
