The provincial energy work conference held on January 30, 2026 deployed a major project investment plan with a total amount of 45.2 billion yuan, clearly proposing to fully promote the inclusion of the "Xinjiang Electricity to Hunan" project and the Xiangnan Ultra High Voltage AC project in the national plan, marking a new stage of strategic promotion in Hunan's efforts to build cross provincial energy channels and enhance power security capabilities.

Intensive layout of major projects, seeking breakthroughs at the national level for two major projects

According to the conference deployment, Hunan's energy sector plans to invest 45.2 billion yuan in 2026, with a focus on promoting the construction of 24 major projects. Among them, the "Xinjiang Electricity to Hunan" project and the Xiangnan Ultra High Voltage AC project are listed as key projects to be promoted, and we will make every effort to include them in the national power development plan. At the same time, Hunan will accelerate the construction of the Hunan Guangdong Interconnection Project and the Hunan Guizhou Flexible Mutual Aid Project, and continue to implement the rural power grid consolidation and improvement project. The ability of foreign electricity to enter Hunan has achieved leapfrog development

Tang Jihong, Director of Hunan Provincial Energy Bureau, introduced that since the 14th Five Year Plan, Hunan's power grid construction has achieved remarkable achievements. The Qishao DC, Zhongheng DC, and 1000 kV Changsha UHV AC projects have been successively completed and put into operation, officially ushering Hunan's power grid into the era of "two AC and two DC" UHV AC-DC hybrid connection. At present, the external power receiving capacity of the province has exceeded 17 million kilowatts, which is 2.8 times that of the end of the 13th Five Year Plan. Currently, the expansion project of the Xiaoxiang ultra-high voltage main transformer is being accelerated, and the Xiangqian back-to-back DC project has been approved. According to the plan, by 2030, the inter provincial and inter regional power input capacity of Hunan will reach over 22 million kilowatts, and the mutual assistance capacity with the Southern Power Grid will exceed 6 million kilowatts.

Building a modern energy system and enhancing system regulation capabilities

Hunan will focus on strengthening the construction of a strong digital and intelligent power grid, and strive to create a "strong structure, high flexibility" 500 kV backbone network. It plans to build a number of 500 kV substations in Changsha County, Yuelu, Yongzhou South, and optimize the layout of the 220 kV power grid. In terms of enhancing the regulation capacity of the power system, Hunan will promote the clean and efficient transformation of coal-fired power, vigorously develop new energy storage power stations, accelerate the construction of 9 pumped storage power stations including Pingjiang, Anhua, and Yanling, with a total installed capacity of 13.2 million kilowatts, and strive to add 2-3 pumped storage projects for approval.
