Huludao, Liaoning has welcomed a special group of guests - expert teams from China Railway Shenyang Group and China Railway Design Group. They came here not for anything else, but for the Qin Shen high-speed railway Second Passage that carries the expectations of countless people. The on-site research in the morning and the discussion and exchange in the afternoon have brought this high-speed railway corridor with a total investment of 68.5 billion yuan and a designed speed of 350 kilometers per hour one step closer to the official start of construction.

This is not only the advancement of a high-speed rail line, but also a historic leap in the capacity of the Northeast's entry and exit passage. The construction of the Qinhuangdao Shenyang high-speed railway second channel, from a speed of 200 kilometers per hour on the Qinhuangdao Shenyang high-speed railway to a speed of 350 kilometers per hour on the new channel, from near capacity saturation to completely breaking through bottlenecks, is writing a new chapter in the transportation map of Northeast China.

Joint efforts of government and enterprises to promote projects, taking a new step forward

Yang Junsheng, Secretary of the Huludao Municipal Party Committee, Ning Guojun, Deputy Secretary of the Municipal Party Committee and Mayor, along with Zhao Zhigang, Deputy General Manager of China Railway Shenyang Group Corporation, and Zheng Hemin, Chief Engineer of China Railway Design Group Co., Ltd., visited the station to conduct on-site research on the planning scheme of the Qinhuangdao Shenyang High speed Railway Second Channel Project.

They carefully examined the terrain on site, repeatedly studied the route direction, and discussed station setting plans. This is not just a routine survey, but also an important sign that the preliminary work of the project has entered a critical stage.

In the afternoon of that day, the symposium on the docking work of the Qinshen High speed Railway Second Channel Project was officially held. The attendees had in-depth discussions on the project planning scheme, creating a lively and pragmatic atmosphere. Yang Junsheng stated at the symposium that the Qinhuangdao Shenyang High speed Railway Second Channel combines the dual functions of a coastal corridor and a main gateway for entry and exit. This project has important strategic significance for promoting the revitalization and development of Northeast China and regional coordinated development. He hopes that China Railway Shenyang Group and China Railway Design Group can fully consider the actual needs and development vision of Liaoning and Huludao, strive to promote project planning and implementation, and help Huludao better integrate into the regional development pattern.

Zhao Zhigang responded by stating that he will continue to strengthen communication and coordination with Huludao, adhere to the principle of working in the same direction and resonating with the same frequency, combine with local development realities, further optimize and improve the plan, ensure that the plan is both practical and feasible, and take into account long-term development, striving to start construction and open to traffic as soon as possible.

The convening of this symposium marks a substantial step forward in the preliminary work of the Qinhuangdao Shenyang High speed Railway Second Channel Project, and both the government and enterprises are accelerating towards a common goal.

Investment of 68.5 billion yuan, with a speed of 35 kilometers per hour

Opening the project plan for the second channel of the Qinhuangdao Shenyang high-speed railway, a set of exciting numbers leap onto the paper.

The total investment is 68.5 billion yuan, which is the value of this high-speed railway corridor. Among them, the Liaoning section is 58.9 billion yuan, and the Hebei section is 9.6 billion yuan, which shows the weight of Liaoning in the province's transportation map.

The designed speed is 350 kilometers per hour, which is its running speed. The project starts from Qinhuangdao North Station in Qinhuangdao City, Hebei Province, runs eastward through Huludao City, Jinzhou City, and Panjin City in Liaoning Province, and ends at Shenyang West Station in Shenyang City. The total length of the main line is about 409 kilometers, including 373 kilometers in Liaoning and 36 kilometers in Hebei.

This design speed will achieve perfect unity with the Harbin Dalian high-speed railway and the Tianjin Qinhuangdao high-speed railway at both ends. At present, the maximum operating speed of the Qinshen high-speed railway connecting Northeast China and Guannei is only 200 kilometers per hour, far behind the high-speed rail standards at both ends. The completion of the Qin Shen high-speed railway's second channel will bring about a qualitative leap in the speed level of the Northeast entrance and exit passage.

According to the information disclosed by the Liaoning Provincial Development and Reform Commission at the end of May 2024, the Qinhuangdao Shenyang High speed Railway Second Channel Project is an important component of the coastal channel, which is one of the main channels of the eight vertical and eight horizontal high-speed railways in the national "Medium and Long term Railway Network Plan". It is also the main passenger transportation channel for entering and exiting the Northeast region and the Bohai Rim Corridor. The project has been included in the "Action Plan for Building a Strong Transportation Country in Liaoning Province 2020-2035" and the "14th Five Year Plan for Comprehensive Transportation Development in Liaoning Province", as well as the latest revised draft of the national "Medium - and Long Term Railway Network Plan".

In December 2025, the Panjin Transportation Bureau has issued the "Pre Announcement for the Preparation of Feasibility Study Report and Service Bidding for the Panjin Section of the Qinshen High speed Railway Second Channel Project", actively striving for the planning scheme of the southern line of the Qinshen High speed Railway Second Channel with a station in Panshan. The steady progress of these preliminary works has laid a solid foundation for the final implementation of the project.

Breaking through the bottleneck of import and export to promote revitalization

At present, the Qinhuangdao Shenyang Passage, as the main gateway for entry and exit in Northeast China, consists of two lines: the Qinhuangdao Shenyang Passenger Dedicated Line and the Shenshan Railway. Its current capacity is extremely tight. In order to ensure and release the freight capacity of the Shenshan Railway, some of the ordinary speed trains on the Shenshan Railway have been transferred to the Qinshen Passenger Dedicated Line, resulting in an awkward situation where high-speed trains and ordinary speed trains are mixed, and the maximum operating speed has been lowered to 200 kilometers per hour.

What is even more worrying is that the capacity utilization rate of Qin Shen Passenger Dedicated Line has reached 99.2%, almost reaching the saturation limit. At the same time, the capacity utilization rate of Shenshan Railway has also reached 87.3%, which is also tight. Both railways are approaching their limits, and the bottleneck effect of the Northeast entrance and exit passage is becoming increasingly prominent.

The construction of the second channel of the Qin Shen high-speed railway will completely change this situation. A new high-speed railway corridor with a speed of 350 kilometers per hour will unify the speed levels of the Qinhuangdao Shenyang corridor with the Harbin Dalian high-speed railway and the Tianjin Qinhuangdao high-speed railway that connect at both ends, forming a true high-speed railway corridor. At the same time, the existing Qinhuangdao Shenyang intercity railway will be able to free itself from the pressure of mixed running and become an important component of the Bohai Rim intercity railway, better serving regional intercity travel needs.

From a more macro perspective, the construction of the Qinhuangdao Shenyang High speed Railway Second Channel will effectively overcome the capacity and speed bottlenecks of the Northeast Import and Export Channel, and help upgrade the channel from a smooth one. This is not only an improvement in the quality and efficiency of a transportation line, but also a powerful engine for achieving new breakthroughs in serving the comprehensive revitalization of Northeast China.
