The Pavlodar, Karaganda, and Tukelstan regions of Kazakhstan have welcomed a new set of coordinates. What is about to be erected here are not traditional industrial chimneys, but two wind farms with a total capacity of 1.5 gigawatts and a 300 megawatt solar power plant. China Kazakhstan joint announced the launch of a renewable energy project worth over 2 billion US dollars, planned to be completed and put into operation between 2027 and 2029. From Astana's policy window to the energy map along the Caspian Sea coast, this green cooperation is landing at an unexpected speed.

Two wind farms and one photovoltaic power plant
According to the Caspian Post citing Russian media reports, the renewable energy project jointly announced by China and Kazakhstan is planned to be developed in the Pavlodar, Karaganda, and Tukelstan regions, including two 1.5 gigawatt wind farms and a 300 megawatt solar power plant. The project is expected to create over 2000 temporary positions and over 200 formal positions. Kazakhstan Samruk Energy Holdings will participate as a co investor in the project promotion. The relevant departments have introduced simplified procedures, allowing investors who meet technical and financial requirements to obtain land, licenses, and financing without auction, providing policy guarantees for the rapid landing of projects.
The acceleration of low-carbon transformation is imminent
Kazakhstan is advancing its energy strategy upgrade, with the core goal of expanding the scale of clean energy and achieving a 15% share of renewable energy by 2030. It urgently needs funding and technical support. As the largest economy in Central Asia, Kazakhstan has a high dependence on traditional energy and is accelerating its transition to green and low-carbon in recent years. The green energy cooperation between China and Kazakhstan is deepening day by day. This project is in line with Kazakhstan's low-carbon transformation needs and is also an important practice in the construction of the Green Silk Road. It helps to create a regional low emission energy system and injects new momentum into the optimization of Kazakhstan's energy structure. Advantages, synergy, mutual benefit and win-win situation
Chinese energy companies, leveraging their technological and financial advantages, have joined hands with Kazakhstan's Samruk Energy Holdings to promote project implementation. This not only expands the overseas green energy market, but also introduces advanced development technology and operational experience to Kazakhstan. The project can not only promote the development of local renewable energy, drive employment and economic growth, but also deepen energy cooperation between China and Kazakhstan, laying the foundation for regional sustainable development. From policy docking to project launch, from resource endowment to industrial synergy, China Kazakhstan cooperation in the field of green energy is moving from blueprint to reality, injecting green momentum into the joint construction of the the Belt and Road.
