Kazakhstan President: Must tackle the digital hard bone by the end of 2026

At the meeting at the presidential palace, President Tokayev's directive was resolute: 'The information silos between departments must be completely broken down, and a new mode of interaction with citizens and businesses must be used before the end of the year!'. This is not only a 'dead order' for the newly established Ministry of AI and Digital Development, but also sounds the alarm for Kazakhstan's national digital transformation to enter a 'tough period'.

More than 90% of government services have been launched online, which was once a proud achievement of 'Digital Kazakhstan'. But in President Tokayev's view, this is far from the end. Speed and quality must be given priority at every stage, "he pointed out sharply. The current core pain point is that interdepartmental information systems have not achieved full process connectivity, and data and business are stuck in the" last mile ". To this end, he called for a "deep reform" of the national management system and entrusted the responsibility of coordination and breaking through to the newly integrated "Ministry of Artificial Intelligence and Digital Development". He required it to complete its own transformation by the end of this year, lead by example, and provide services to the outside world in a new and efficient mode.

The vision of digital reform has also turned to the vast international market. Tokayev particularly praised the incubation role of Astana Hub, which has built an ecosystem that has enabled Kazakhstan's IT service exports to approach the $1 billion mark. The President has clearly instructed that future national support resources should be tilted towards IT projects that are committed to creating independent intellectual property rights and targeting export markets, with the intention of making "Digital Kazakhstan" not only an efficient governance model, but also a technology product and service export destination with international competitiveness.

To lay a solid foundation for this profound digital revolution, President Tokayev announced several hardcore measures: vigorously promoting the application of artificial intelligence in the industrial sector, developing inclusive digital payment infrastructure, and officially launching two national level supercomputers to strengthen the country's "technological sovereignty". At the same time, in the face of the booming and uncertain digital asset field, the President has shown a cautious and forward-looking attitude. He has instructed financial regulatory agencies to plan ahead for the development of this field before relevant laws are revised and improved. The core goal is to encourage innovation while resolutely maintaining financial stability and preventing the risks of fraud and illegal fund outflows.
