Oman Electricity Transmission Company, affiliated with Amanama Group, has officially issued a gathering order to the world's top engineering contractors to initiate the global bidding for the Sadaf 400 kV substation project. This is considered a key project in the expansion surgery of Oman's energy artery, which not only covers the full lifecycle construction of a core substation, but also includes a 400 kV dual circuit power highway connecting Suwihat and Dukum Industrial Zone.
The bidding deadline is set for April 28, 2026, marking the official implementation of Oman's strategic layout aimed at filling the industrial electricity gap and strengthening the resilience of the national power grid.

Strengthen the energy foundation of Dukum Special Economic Zone
As a key project to strengthen Oman's national power transmission infrastructure, the Sadaf project is not only the construction of a substation, but also the energy heart of regional economic development. The core content of the project covers the entire process of design, supply, installation, commissioning, and operation of a 400 kV substation. More importantly, the project requires the construction of a 400 kV loop in and loop out line connecting the Suvihat and Dukum industrial substations.
This layout will significantly enhance the reliability and transmission capacity of the regional power grid, providing stable power supply for the increasingly dense factories and large enterprises in the Dukum Special Zone, directly supporting the sustained industrialization process and economic diversification strategy of the region.
The China Arab capital bond behind OETC
The advancement of the Sadaf project deeply reflects the dual characteristics of internationalization and nationalization in Oman's energy sector. As the only national power grid operator in Oman, OETC is responsible for the operation of transmission and transformation systems with voltage levels of 132 kV and above nationwide. Its power grid covers 95% of Oman's electricity market, with 113 power grids and over 10000 kilometers of transmission lines.
In terms of equity structure, OETC has demonstrated deep international cooperation: Omani state-owned giant Nama Holdings holds 51% of the shares, while China State Grid International Development Co., Ltd. holds 49%.
