In 2026, Henan Province will arrange a total of 1418 key construction projects with a total investment of about 3.2 trillion yuan, and the annual planned investment will exceed 1 trillion yuan. Under the dual promotion of the "dual carbon" target and the construction of a new power system, energy infrastructure construction has become the top priority of this round of project layout. Among them, more than ten pumped storage power station projects, including Jiufengshan, Songxian, Luoning, Lushan, Linzhou Yuneng, Gongyi Housihe, Lingbao, Neixiang Qinggangshu, Jiyuan, and Ruyang in Huixian County, Henan Province, have been included in the list. These projects are divided into different stages of construction, such as continuation and new construction, which together form an important support for Henan's new power system and mark the acceleration of the province's energy structure transformation.

Key projects lead the way in construction scale

As a key energy project during the 14th Five Year Plan period, the Jiufengshan Pumped Storage Power Station in Huixian County is currently the largest pumped storage project under construction in Henan Province. The project is located in Huangshui Township, Huixian City, Xinxiang City, with a total installed capacity of 2.1 million kilowatts and a total investment of approximately 13.16 billion yuan. Since the construction of the project started in November 2022, although it has been affected by the complex terrain and geological conditions in the Taihang Mountains, the overall construction progress has been stable and controllable.

According to the plan, the first unit of the power station is expected to be put into operation and generate electricity by 2028, and all units will be connected to the grid for operation by 2030. At the same time, the Luoning Pumped Storage Power Station in the western Henan region is approaching its commissioning point. This project is a major energy project in the national "13th Five Year Plan" and also the largest pumped storage power station with a single unit capacity in Central China, with a total installed capacity of 1.4 million kilowatts. After the first unit was put into operation in October 2025, Units 1 and 2 have been connected to the grid for power generation. Units 3 and 4 are accelerating their installation and commissioning work, and are expected to be fully put into operation by 2026, providing reliable peak shaving and valley filling guarantees for the regional power grid.

Multi point layout promotes comprehensive project construction

The Songxian Pumped Storage Power Station, located in Songxian County, Luoyang and invested and constructed by State Grid Xinyuan Group, has entered the comprehensive construction stage. The planned installed capacity of the project is 1.8 million kilowatts, with a total dynamic investment of approximately 11.5 billion yuan. The main project will officially start construction in November 2025. The Pingdingshan Lushan Pumped Storage Power Station, as a key project of the "Double Hundred Projects" in Henan Province, is progressing smoothly in construction. The project is led and implemented by Henan Investment Group Yuneng Holdings, with a total investment of 8.677 billion yuan. At present, the main structure of the factory building has been basically completed, and the construction of core embedded parts has been completed. We are making every effort to promote the installation of mechanical and electrical equipment. It is expected that the first unit will generate electricity in 2026 and achieve full capacity production in 2027.

The construction of the Gongshang Pumped Storage Power Station in Linzhou, Anyang is steadily advancing. The project is invested by Henan Energy Holdings and has an installed capacity comparable to the Lushan project. As of early 2026, the concrete pouring of the underground powerhouse rock wall crane beam has been completed, and key parts such as the water transmission and power generation system are being constructed according to plan. The first unit is scheduled to be put into operation for power generation in 2029.

Introduce the power of central enterprises

Henan Province actively introduces funds and technological capabilities from central enterprises, and continues to deepen cooperation between the central and local governments in the energy sector. Gongyi Housi River Pumped Storage Power Station is the first pumped storage investment project of Three Gorges Group in Henan Province. In January 2026, the project's access tunnel to the factory was successfully completed; In February, the main civil engineering construction contract was signed, marking the transition of the project from the preliminary preparation stage to the main construction stage. The first unit is planned to be put into operation in 2029.

The Sanmenxia Lingbao Pumped Storage Power Station is the first locally approved pumped storage project, bearing the important mission of regional energy transformation. The total investment of the project is 8.228 billion yuan, and it will enter the substantive construction stage in September 2025. Currently, all key procedures are complete, the access road is unobstructed, and the first unit is planned to generate electricity by the end of 2030. The Jiyuan Pumped Storage Power Station is the largest single investment project in Jiyuan City in recent years, with a total installed capacity of 1.5 million kilowatts and a total investment of approximately 10.32 billion yuan. The project has been approved by the Henan Provincial Development and Reform Commission in August 2025, and is ready for construction. The preliminary work is progressing in an orderly manner.

Accelerate preliminary work to assist in energy transformation

The construction pace of the Qinggangshu Pumped Storage Power Station in Nanyang Neixiang continues to accelerate. The project is a national key energy project during the 14th Five Year Plan period, with an installed capacity of 1.8 million kilowatts and a total investment of approximately 10 billion yuan. At present, the environmental impact assessment public announcement has been completed, and all pre-approval procedures have been expedited.
