Approved by the State Council, China will officially implement a zero tariff policy on 100% taxable products originating from 53 African countries with diplomatic relations from May 1, 2026. This is a major move by China to adhere to high-level opening-up in the context of global protectionism, aiming to further expand trade channels between China and Africa and unleash new dividends of pragmatic cooperation.
Laying a green channel for advantageous products in Africa
Unlike previous partial exemptions, this "zero tariff for all tax items" policy covers a comprehensive range and will focus on helping African agricultural products, specialty resource products, and other advantageous goods enter China's super large market with lower barriers to entry and better conditions. This will not only significantly increase the profit margin of African exporters and enhance their hematopoietic function, but also bring more diverse and high-quality African specialty products to Chinese consumers, meeting the upgrading needs of domestic consumption.

Consolidate the foundation of a community with a shared future
Authoritative interpretations from the Ministry of Commerce and the General Administration of Customs point out that this move is not simply a trade concession, but a key move in the transformation of China Africa economic and trade relations.
On the one hand, this is a vivid practice of China's adherence to the concept of truth, closeness, sincerity towards Africa and the correct view of righteousness and benefit. In the current era of unilateralism, it has set a benchmark for cooperation among countries in the global South;
On the other hand, this is also a key measure to promote the deepening and implementation of the joint construction of the the Belt and Road, which will greatly stimulate the development of logistics, cross-border e-commerce and other supporting industries, and promote the deep integration of China Africa industrial chain from "resources for infrastructure" to "two-way trade and industry driven".
Supporting measures are in full swing
To ensure that policy dividends reach enterprises directly, the General Administration of Customs has started upgrading the electronic network verification system for origin, simplifying customs clearance procedures, and striving to achieve instant reporting and enjoyment. At the same time, China and Africa will strengthen cooperation in animal and plant quarantine and mutual recognition of standards, and maximize trade convenience while strictly adhering to the bottom line of national biosafety.
