Recently, POWERCHINA announced the shortlist for the centralized procurement project of wind turbine framework for 2026. The scale of this super centralized procurement project reaches 35GW, with an estimated procurement amount of about 50 billion yuan, which has attracted industry attention. As the first heavyweight framework procurement project in the wind power field at the beginning of the 15th Five Year Plan, this result directly establishes the competitive landscape of the domestic wind power market in 2026.

This centralized procurement is divided into two large packages: onshore and offshore. Among them, Package One is the procurement of 31GW onshore wind turbines, and 10 complete machine enterprises including Goldwind Technology, Yunda Co., Ltd., CRRC Zhuzhou Institute, Yuanjing Energy, Sany Heavy Energy, Mingyang Intelligent, CSIC Haizhuang, Electric Wind Power, Dongfang Wind Power, and CRRC Shandong Wind Power have successfully been shortlisted; Package 2 is for the procurement of 4GW offshore wind turbines. Except for CRRC Shandong Wind Power, all 9 leading companies in the industry have been selected. This nomination does not represent the final order landing. In 2026, China Electric Power Construction will calculate the procurement demand on a quarterly basis and determine the final partner through secondary competition methods such as negotiation and bidding within the shortlisted enterprises. This "framework+bidding" procurement model can effectively compress procurement costs and achieve optimal resource allocation.

For wind turbine manufacturers, successfully being selected for this centralized procurement means obtaining the qualification to participate in the annual massive wind power project, but the subsequent quarterly bidding process will still face fierce price competition. The concentration of the domestic wind power market is constantly increasing, and top enterprises rely on their comprehensive advantages in technology, cost, and capital to occupy the vast majority of market share.
