Since 2018, a large number of Chinese manufacturing companies have directly shifted their production processes to Mexico, and the economic relationship between China and Mexico has moved from simple trade exchanges to deeper levels of capacity cooperation. Currently, about 70% of China's investment in Mexico flows into the manufacturing industry, especially in strategic industries such as automotive parts, new energy vehicles, and power batteries.

The industrial cluster has begun to take shape

Represented by the Huafu Mountain Industrial Park in northern Monterrey, China's advantageous industries have formed a large-scale industrial cluster and manufacturing export base in northern Mexico. Chinese enterprises generally adopt a cluster layout model based on industrial parks, aiming to build a relatively complete supply chain system in the host country to enhance collaborative efficiency. However, the proportion of Chinese investment in Mexico's foreign capital stock is still significantly lower than that of traditional source countries such as the United States, and the scale effect of China Mexico capacity cooperation has not yet been fully demonstrated. The external pressure of US geopolitical review has also added uncertainty to the prospects of cooperation.

Rich and diverse structural opportunities

The structural opportunities inherent in China Mexico supply chain cooperation are very rich. The cluster entry of Chinese manufacturing enterprises brings three aspects of industrial empowerment: the diffusion of advanced manufacturing technology to local suppliers, which helps to improve the overall level of Mexico's manufacturing industry; Cluster layout helps to form a more independent industrial ecosystem within Mexico's borders; The concentrated investment in the new energy sector injects key momentum into Mexico's green re industrialization process. In addition, there is a highly complementary cooperation space between the two parties in areas such as logistics and infrastructure, technology research and development and standard cooperation, digitalization and information collaboration, and procurement and supplier system docking. Multiple risks and coping strategies

The cooperation between China and Mexico in the supply chain also faces risks and challenges at multiple levels, including systemic, national, and corporate. The geopolitical review in the United States poses the most prominent external risk, and there is a structural contradiction between Mexico's infrastructure supply capacity and the surge in investment. ESG compliance requires an increase in operating costs, and Mexico itself is an active initiator of trade remedy investigations against China. Chinese enterprises should go beyond short-term tariff avoidance thinking, place investment in Mexico at the level of long-term strategic layout, systematically increase the proportion of localized procurement and technology transfer, and actively benchmark international best practices. At the same time, China and Mexico should actively explore innovative cooperation models such as public-private partnerships to assist in breaking through the infrastructure bottlenecks faced by the industrial corridor in northern Mexico.Editor/Gao Xue
