From May 25th to 27th, 2026, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and the Premier of the State Council conducted research in Zhoushan and Ningbo, Zhejiang. He emphasized the need to fully implement the important instructions of General Secretary Xi Jinping on the construction of a major country reserve system, adhere to the principles of government leadership, social co construction, and diversified complementarity, and effectively regulate the reserve of bulk commodities and important materials. Continuously strengthening strategic support, macroeconomic regulation, and emergency response capabilities, continuously enhancing the stability of industrial and supply chains, accelerating the construction of a hub for commodity resource allocation, and building a solid guarantee for the coordinated promotion of security and development.

On site supervision of infrastructure construction
Li Qiang visited the Ningbo section of the Jintang Subsea Tunnel on the Yongzhou Railway and the Meishan Port area of Ningbo Zhoushan Port to conduct on-site research on regional transportation and logistics construction plans, and to gain a detailed understanding of the transportation and processing of bulk commodities. At the tunnel construction site, he conducted on-site inspections of the tunnel excavation and laying construction, highly recognizing the responsibility and achievements of the construction team in independently tackling challenges, developing equipment, and solving technical problems. He pointed out that after the completion of the Yongzhou Railway, it will completely end the history of the Zhoushan Islands without railways. The construction environment of Jintang Subsea Tunnel is complex and the construction difficulty is extremely high. Throughout the construction process, we must adhere to the principles of scientific, safe, and green construction, actively use new technologies, equipment, and materials, strictly control the quality of the project, and make every effort to create high-quality projects.

Strong engineering strength
The Jintang Subsea Tunnel on the Yongzhou Railway is a key benchmark project for China Railway Construction to implement the requirements of deep resource development and construction. The project is designed by China Railway Fourth Engineering Group Co., Ltd., with construction tasks undertaken by China Railway 11th Bureau and China Railway 14th Bureau. China Railway Construction Heavy Industry Co., Ltd. specializes in the research and development of supporting construction equipment, relying on the advantages of the entire industry chain to create a demonstration sample for underwater tunnel construction.

This tunnel is the core control and difficult project of the Yongzhou Railway. The line starts from Yinzhou District in Ningbo in the west and ends at Jintang Town in Zhoushan in the east, with a total length of 16.18 kilometers. The shield tunneling section is 11.21 kilometers long, making it the world's longest underwater high-speed railway tunnel. The project adopts two domestically produced ultra large diameter shield tunneling machines, Yongzhou and Dinghai, which start from both ends of Ningbo and Zhoushan and excavate in opposite directions, ultimately achieving precise underwater connection and docking.
During the construction process, the construction team strictly implemented the ten mandatory measures for safety production of the State owned Assets Supervision and Administration Commission, firmly guarding the bottom line of safety production. To overcome the complex challenges of underwater construction, the team independently developed the first domestically produced shield tunneling saturated pressurized warehousing equipment, the "Deep Sea Space Station," achieving comprehensive localization of core equipment and key technologies, filling the technological gap in the domestic industry, and accumulating valuable experience for the construction of high water pressure and long-distance underwater tunnel projects in China.
