When artificial intelligence encounters energy, this integration is no longer a multiple-choice question of "whether to develop", but a necessary question of "how to develop". On May 26th, the National "Artificial Intelligence+" Energy Field Promotion Conference was held in Shenzhen, announcing the first batch of 51 high-value scenarios and interpreting and deploying the "Action Plan for Promoting the Dual Empowerment of Artificial Intelligence and Energy" and the "Special Action Plan for Comprehensive Improvement of Power Supply Quality, Service and New Productivity Development (2026-2028)". From the scenario list to the action plan, this meeting outlined a clear roadmap for implementation.
51 high-value scenarios announced
The 51 high-value scenarios released this time are divided into 8 fields, covering "artificial intelligence+" power grid, new energy formats, new energy and other directions, including typical applications such as urban power grid situational awareness and collaborative scheduling, large-scale vehicle network interactive intelligent operation, and automatic start stop of nuclear power units. Wang Hongzhi, Director of the National Energy Administration, has made it clear that energy central enterprises should play a leading role in actively opening up scenarios, while private enterprises should play a leading role in actively unveiling the list. Subsequently, integration pilot projects will be carried out with a focus on 51 scenarios.

On the second day of the meeting, the National Energy Administration opened the declaration channel, and enterprises of all sizes can jointly declare. At present, the "Bright" big model of State Grid, the "Yudian" big model of Southern Power Grid, and the "Huadian Intelligence" big model of Huadian Group have deeply empowered their core businesses; Alibaba Cloud has established partnerships with 80% of energy central enterprises. According to the conference report, dozens of industry-specific large-scale models have been implemented in China's energy sector. According to the objectives of the plan, it is expected that high-value scenarios will gradually open up for application by 2027, and data sharing mechanisms and computing power utilization efficiency will continue to be optimized.
Nine aspects and 29 tasks have been assigned to determine the path
Yu Haibin, an academician of the CAE Member, pointed out that artificial intelligence is the key point for China and the United States to seize the commanding heights of science and technology. According to Liu Deshun, Chief Engineer of the National Energy Administration, China's integration of artificial intelligence and energy will enter an important stage of expanding from pilot exploration to large-scale application in the 15th Five Year Plan. Centered around the main line of two-way empowerment, the "Plan" has identified 29 key tasks in 9 aspects, including encouraging the establishment of industry university research innovation consortia, accelerating the industrialization of technological achievements, and carrying out standardization improvement actions, focusing on building a multi subject participation and multi factor collaborative integrated development ecology.

The average annual increase in computing power consumption exceeds 100 billion kilowatt hours
According to the data released at the conference, it is expected that the average annual increase in computing power consumption in China during the 15th Five Year Plan period will be over 100 billion kilowatt hours, reaching 800 billion kilowatt hours by 2030, accounting for 6% of the total electricity consumption in the society. The "Special Action Plan for Comprehensive Improvement of Power Supply Quality, Service, and Development of New Quality Productivity" proposes 14 tasks from 5 aspects, clarifying that by the end of 2028, full coverage of monitoring of sensitive user terminals for power quality will be achieved, and the impact of voltage sag on key lines will be significantly reduced. Liu Deshun stated that China will anchor its goal of becoming an energy powerhouse, leverage its advantages in rich scenarios and data intensity, and create a Chinese solution and path for "artificial intelligence+" energy innovation and development.
