Oman launches 3GW photovoltaic plan

On the yellow sand of the inland province of Oman, deep blue glow plates spread out along the horizon, turning scorching sunlight into clean electricity. This is one of the large-scale photovoltaic power stations put into operation in Oman in recent years, which also set a record for the country's single unit scale. Now, larger projects are queuing up on the drawings - three photovoltaic power plants each with approximately 1000 megawatts. And their first step was not pile driving or component procurement, but a legal service contract.

Nama Power and Water Procurement Company (PWP) in Oman has initiated a legal advisory services tender for the Solar 2030 Independent Power Generation Project (IPP), with reference number OPWP/2026/037.

Legal advisor escorts the entire process

According to the bidding arrangement, the winning legal advisor will provide full cycle legal support for PWP covering project development and competitive bidding process: from project structure construction, contract system design, to assisting in organizing competitive energy procurement and paving the way for subsequent selection of developers.

The bid purchase period is from September 2nd to September 10th, 2026, with a standard fee of 250 Omani riyals, excluding value-added tax; Small and medium-sized enterprises holding valid Riyada cards are exempt from paying this fee. Participating companies are also required to submit a bank guarantee with an amount not less than 1% of the total bid value, and the validity period of the guarantee must be extended to 120 days after the bid deadline.

This is not an isolated action. Previously, PWP had launched tenders for technical consultants, financial and business consultants, with the tender number OPWP/2026/033 for financial and business consultants, whose responsibilities include financial modeling, risk assessment, and business model design. The arrival of technical, financial, and legal advisors means that the development framework for the 3GW project is being built piece by piece.

Three power stations totaling 3GW

Solar 2030 consists of three large solar photovoltaic power plants with a single capacity of approximately 1000 megawatts, totaling 3 GW, all connected to the Oman Mainline Interconnection System (MIS), with the goal of commercial operation by the second quarter of 2030.

From a configuration perspective, Oman has chosen to expand the supply of clean energy at the utility level through centralized and gigawatt level projects. Compared to single point development, the combination of 3GW can generate continuous construction needs and leave room for professional service agencies such as legal, engineering design, financing, and equipment supply to participate. Some market institutions estimate that the investment scale of this batch of projects is in the range of 1 billion to 1.5 billion US dollars.

Green power layout accelerates expansion

Placed on a longer timeline, the significance of this bidding goes beyond just three projects. Oman's goal is to achieve a 30% share of renewable energy generation by 2030, increase it to 60% to 70% by 2040, and achieve net zero emissions by 2050. According to data from Oman Power Transmission Company, renewable energy will account for approximately 9.46% of the country's power generation in 2025. Projects that have been put into operation include Ibri Phase II, Manah Phase I, Manah Phase II, etc. Six photovoltaic power plants with a capacity of approximately 1000 megawatts each are currently being planned, with a target of adding more than 5GW of photovoltaic installed capacity by 2030.keywords:New energy information network

For international developers and contractors, the landing of legal advisors is just a front-line battle, and the real nodes lie in the selection of developers, financing arrangements, and EPC bidding later on. If the three power stations are put into operation as scheduled in the second quarter of 2030, utility grade solar energy will occupy a larger proportion in Oman's power structure, and the energy ledger of this traditional oil and gas country will also be substantially rewritten.Editor/Yang Meiling
