In September 2026, with the approval of the State Council, the National Development and Reform Commission and the Ministry of Transport jointly issued the "Implementation Plan for Logistics Network Construction", marking the transition of logistics network construction from top-level planning to comprehensive construction stage. China has established 181 national logistics hubs and 105 national backbone cold chain logistics bases, ranking first in the world in terms of express delivery volume. New quality productivity dual empowerment closed loop

The construction of logistics networks requires advanced technology and equipment empowerment, while rich application scenarios provide integrated application and iterative upgrade space for new technologies and equipment. China has 60 automated terminals, ranking first in the world. The average investment in smart logistics facilities and equipment in operating logistics parks accounts for 12.4%, and about two-thirds of the parks have established information platforms. The formation of new quality productivity relies on the implementation path of technological breakthroughs, scenario verification, and scale diffusion, and the logistics network is the most important demand side support for this path. The integration of digitalization and green technology into the entire logistics chain directly enhances the total factor productivity of logistics, forming a mutually reinforcing closed loop of two-way empowerment. Anchoring the 2030 goal of cost reduction and efficiency improvement

The plan specifies that by 2030, significant results will be achieved in the construction of logistics networks, with close coordination between hubs and industries, connectivity between channels and networks, green and intelligent facilities and equipment, and full domain interoperability of rules and information. This will promote a reduction in the ratio of total social logistics costs to GDP to 13.1%, a decrease of 0.8 percentage points from the end of the 14th Five Year Plan period.
