On September 14, 2026, Zhang Chuanwei, Chairman of Mingyang Group, and his delegation visited Zhang Chuanjiang, Chairman of China National Offshore Oil Corporation. Both sides had in-depth exchanges on topics such as deepening strategic cooperation in offshore wind power, strengthening resource acquisition and industrial synergy, promoting the landing of key projects, enhancing scientific and technological research and development, and expanding overseas markets. Consensus was reached on further deepening cooperation in key regions such as Hainan, Guangdong, Jiangsu, Shandong, and Tianjin, as well as in areas such as offshore wind power, green power consumption, green hydrogen energy, and green computing power. The handshake between oil state-owned enterprises and wind power leaders marks a substantial shift in the development logic of offshore wind power in China.

Capital increase project landing
According to the previous announcement released by Mingyang Intelligent, the company has completed the proportional capital increase process for CNOOC (Oriental) Energy Co., Ltd., and the registered capital of the project company has increased from 1 billion yuan to 1.625 billion yuan. Among them, CNOOC (Hainan) New Energy Co., Ltd. invested 344 million yuan to hold 55% of the shares, and Mingyang Intelligent invested 281 million yuan to hold 45% of the shares. CNOOC Dongfang Energy is the exclusive implementation entity for the Hainan Dongfang offshore wind power demonstration project. The overall planned installed capacity of the project is 3 million kilowatts, consisting of two 1.5 million kilowatt sites, CZ7 and CZ9. It is a key and far-reaching offshore wind power project in the South China Sea. The first phase of the CZ7 site is planned to have an installed capacity of 600 megawatts, equipped with 60 10 megawatt wind turbines, and synchronously supporting the construction of a 220 kV offshore rising voltage station and an onshore centralized control center. The wind turbine equipment has been awarded the bid by Mingyang Intelligent with a bid amount of 1.906 billion yuan. The project is expected to have reverse power transmission conditions by October 2026. The CZ9 site focuses on exploring a three-dimensional development model for ocean energy, integrating diverse business formats such as offshore wind power, ocean ranching, and seawater hydrogen production.

Technological synergy and complementary advantages
CNOOC is an early pioneer in the field of offshore wind power in China, having put into operation the country's first offshore wind power equipment in Bohai Sea in 2007. Long term deep cultivation of offshore oil and gas development has enabled CNOOC to accumulate mature capabilities in deep-sea engineering construction, offshore project operation and maintenance, and offshore facility safety control. At the same time, it has a massive number of offshore oil and gas production facilities and its own power grid system, which can realize the nearby consumption of offshore wind power and significantly reduce the cost of long-distance offshore cable construction. Both parties have previously implemented several iconic deep sea technology demonstration projects. The Haiyou Guanlan floating wind power platform, which will be connected to the grid in 2023, is equipped with Mingyang intelligent anti typhoon wind turbines, achieving stable operation of deep-sea wind power at a depth of 100 meters and 100 kilometers offshore. The Haiyou Anlan, which is planned to complete the installation of aircraft positioning points by 2026, will be the first tension leg deep-sea offshore wind power demonstration project in China, equipped with Mingyang Intelligent 16 MW ultra large capacity wind turbines, and will continue to fill the gaps in domestic deep-sea offshore wind power technology. Deep Sea Circuit Logic Switching
The focus of domestic offshore wind power development is continuously shifting from shallow waters near the coast to deep and distant seas, and the competitive logic of the industry is undergoing fundamental changes. At present, the high-quality wind power resources in the domestic offshore areas have been basically developed and saturated, and the industry's increment is all directed towards the deep sea areas with a depth of more than 50 meters. The domestically developed offshore wind power resources exceed 1 billion kilowatts, which is the core growth pole of offshore wind power in the future. The challenges faced by the construction of deep-sea offshore wind power, such as typhoon resistance, deepwater foundation construction, submarine pipeline laying, and long-term offshore operation and maintenance, essentially belong to the field of ocean engineering technology. CNOOC has been deeply involved in deep-sea oil and gas development for over 40 years, and has built more than 300 offshore platforms and floating facilities with a maximum operating depth of 1500 meters. This core capability, which originally served oil and gas exploration and development, can directly adapt to the construction and operation needs of deep-sea offshore wind power. Mingyang Intelligent focuses on the iteration of wind power equipment technology, continuously optimizing products for large megawatt, typhoon resistant, and floating wind turbines. Both parties complement each other's capabilities and accurately match the current development needs of deep-sea offshore wind power. CNOOC's layout of offshore wind power is not simply chasing the trend of new energy industry, but based on its own marine resources and engineering advantages, promoting the integration and development of traditional oil and gas industry and new energy industry, revitalizing existing offshore assets, and building a diversified offshore comprehensive energy system.Editor/Gao Xue
