On the barren Gobi Desert, rows of photovoltaic modules are orderly laid out, and the desert land with frequent sandstorms is turning into an energy battlefield for outputting green electricity. The Shima Bingdi Integrated Photovoltaic Base, located in Manas County, Changji Prefecture, Xinjiang, is continuously advancing its construction. After the first phase of the project was successfully connected to the grid, new progress has been reported in the second phase of the base. The 600MWpEPC general contracting project has released the results of the announcement of the winning bidder, adding construction momentum to this new energy hotspot of military land integration.

Core information of project disclosure

On October 10, 20256, the bidding candidates for the second 600MWpEPC general contracting project of the Manas Jieyun 0.98GW section of the Zhongjian Shima Bingdi integrated 2GW photovoltaic base project were publicly announced. The project is located in Manas County, Changji Prefecture, Xinjiang. The bidder is Manas Jieyun New Energy Power Generation Co., Ltd. The designed installed capacity of the project is 490MW/600MWp. From the content of this announcement, it can be seen that the bidding unit price for this section of the project falls within the range of 2.21-2.53 yuan/W, and the relevant information of the winning bidder candidates is simultaneously disclosed to the public.

Overall construction layout of the base

The Shima Bingdi Integrated 5GW Photovoltaic Sand Control Project is jointly invested by China New Power Group Co., Ltd., Guohua New Energy Co., Ltd., and Shanghai Electric Group Co., Ltd. with a total investment of 18.9 billion yuan. The planned installed capacity is 5GW, and the entire project is divided into two phases for implementation, with the first phase having a construction scale of 3GW.

The project is based on local desert land resources, combining photovoltaic power generation with desertification prevention and control tasks, and paving the way for the coordinated development of ecological governance and energy development. The first phase of the base project has achieved its first grid connection on December 30, 2024, and will reach its full capacity grid connection goal by August 2025, continuously delivering clean electricity to the outside world.

Dual value of ecological economy

As a key demonstration project for military civilian integration in Xinjiang, the project not only focuses on developing photovoltaic energy, but also undertakes the important mission of desertification restoration. Large scale photovoltaic arrays can weaken surface wind speed, reduce wind erosion, create suitable growth conditions for drought resistant vegetation in sandy areas, and achieve comprehensive benefits of sand fixation under power generation boards.
