On October 12, 2026, Huaguang Environmental Energy announced the signing of the supply contract for the waste heat boiler equipment of the 1406.017MW gas power plant in Algeriat Besa, and the supply of waste heat boilers to China Power Engineering Co., Ltd., with a contract amount of 408 million yuan. This project is a national key power infrastructure project in Algeria, which officially started construction on April 27, 2026. It is located in El Avinet City, Tebessa Province, eastern Algeria, covering an area of about 40 hectares, with an investment of approximately 184 billion dinars and 1.4 billion US dollars. From design management to core equipment supply, CNEEC relies on overseas EPC power station projects to enter the North African electricity market through a general contracting and equipment supplier model.

Two sets of F-class combined cycle units

Two sets of F-class two trailer and one dual fuel air-cooled combined cycle units are planned to be built for the Al ı liyat Besa Gas Power Station. Each unit is equipped with two GE 9FA.04 gas turbines and generators, two waste heat boilers, one steam turbine generator, and one direct air-cooled condenser. The installed capacity of the power station belongs to the 1400MW level, with an assessed output of 1406.017MW. The supply scope of Huaguang Environmental Energy includes the project's waste heat boiler island and a complete set of auxiliary equipment, covering the entire chain of equipment body and supporting system functional design, structural optimization, performance guarantee, production quality control, packaging and shipping, on-site installation and commissioning testing. The purchaser, China Electric Power Engineering Co., Ltd., has a registered capital of 888 million yuan and is a wholly state-owned enterprise wholly controlled by the State Council. Algerian Minister of Energy and Renewable Energy Murad Ajal stated at the groundbreaking ceremony that the project is a key project to ensure national energy security and improve the power network in the eastern region. After completion, it will become the largest energy investment project in Tebessa Province.

China National Electric Engineering Corporation (CNEEC) General Contracting Supporting Facilities

The Tebesa Gas Power Station project is constructed by China National Electric Engineering Corporation (CNEEC) under the EPC general contracting mode, and a supporting participation pattern has been formed around the project by domestic enterprises. On August 13, 2026, Yongfu Corporation signed a design and management service contract with China National Electric Engineering Corporation (CNEEC) for this project. This is Yongfu Corporation's first project to land in Algeria and also its largest overseas single unit gas-fired power plant project. The landing of the Huaguang Huaneng waste heat boiler order further improves this domestic supporting industrial chain. From design management to core equipment supply, CNEEC relies on overseas EPC power station projects to drive domestic supporting enterprises and enter the North African power market through a general contracting and equipment supplier model. For small and medium-sized enterprises in the fields of power equipment, pressure vessels, and pipe valves, relying on domestic general contractors who have already landed EPC projects in North Africa to enter the supply chain is more practical than directly connecting with the Algerian National Power Company. Opportunities in the North African Gas Market

The installed capacity of gas-fired power generation on the African continent is about 121.5GW, of which North African countries account for about 99.4GW, accounting for nearly 82%. Egypt ranks first in Africa with approximately 53GW, while Algeria ranks second in Africa with approximately 39.58GW. From the perspective of investment increment, the planned gas-fired power generation investment in North Africa is about 9.2 billion US dollars, of which about half comes from the Jorf Lasfar CCGT power station project promoted by the Moroccan government. The overall space for the new market is limited, but there are still structural opportunities for existing installed capacity countries such as Algeria in terms of equipment renovation and new construction projects. The Algerian government is continuously promoting the popularization of natural gas and upgrading of power infrastructure. After the completion of the Tebessa project, it will help increase the local natural gas coverage to 80%. The Tebesa power station is under the EPC general contracting of China National Electric Corporation, and Huaguang Environmental Energy is entering the site as the supplier of waste heat boilers. There are still procurement needs for steam turbines, air-cooled condensers, electrical equipment, control systems, etc. in the future of the project. Equipment manufacturers can continue to pay attention to the supplier access and bidding plans of China National Electric Engineering Corporation (CNEEC) in projects in Algeria and North Africa, while supporting manufacturers can continuously track the bidding information of subsequent projects of the Algerian Ministry of Energy and Renewable Energy, as well as CNEEC's execution progress in the Tebessa project.Editor/Gao Xue
