On the construction site of Changji Xinjiang Information Industry Park, large-scale engineering equipment has been in place. On October 17, 2026, the first phase of the Changji Zero Carbon Computing Power Cluster Pilot Project of Zhongjin Data was officially launched, with a total scale of 1.44 gigawatts of super large green computing power cluster, thus entering the substantive construction stage. Relying on the abundant renewable energy resources in Changji, this fully green power covered computing hub will become a key landing point for the coordinated layout of the integrated computing power network in the western region of China.
Anchor zero carbon computing power standard for the first phase of the pilot project
The overall IT capacity planning of Zhongjin Data Changji Zero Carbon Computing Power Cluster is 1.44 gigawatts, covering a total area of about 1500 acres with a total investment of about 31.368 billion yuan. It is a leading all green computing power cluster in western China. The pilot project launched this time is located in the Xinjiang Information Industry Park in Changji City, with a total planned area of 354 acres and the construction of two 220 kV substations. The first phase of the pilot project has an investment of about 4.516 billion yuan, with a planned IT output of about 180 megawatts, a designed PUE of no more than 1.2, and a green electricity proportion of 100%. It is expected to achieve structural topping out before the second quarter of 2027.

The core positioning of the project is to anchor the construction of a super large green zero carbon computing power infrastructure, fully relying on the abundant wind and photovoltaic resources in Changji Hui Autonomous Prefecture, and the procurement cost of green electricity is significantly lower than that in the central and eastern regions. In the first three quarters of 2026, the trading volume of green electricity in Xinjiang increased by 78.3% year-on-year. The local direct trading mechanism for green electricity is already very mature and can fully support the stable supply of 100% green electricity for large-scale computing power clusters.
The Western Computing and Electronics Collaborative Hub supports the integration of Eastern and Western computing technologies
After completion, the project will become an important green computing hub in western China, effectively undertaking the AI intelligent computing demand from the eastern and central regions, assisting in the construction of digital infrastructure in the core area of the land-based Silk Road Economic Belt, and injecting new energy into the high-quality development of the digital economy in Xinjiang and Changji. In the future, the Changji zero carbon computing power cluster will also form cross regional linkage with the East Data West Computing and City level Data Center already built by Zhongjin Data, jointly building a national computing power network system for computing power collaboration and green zero carbon.
This cross regional computing network system, while ensuring the stable supply of large-scale computing power, will continue to reduce computing power consumption and output costs, provide customers with long-term stable, low-cost computing power resources with full green power coverage, and provide Internet, large model and other end customers with a solid computing base that can be deployed on a large scale and evolve sustainably. In the third quarter of 2026, the number of projects delivered and put into operation by the National Intelligent Computing Center increased by 30.5% year-on-year, and the green computing power in the western region is becoming the core increment for the implementation of the Eastern Digital Western Computing Project.
