The waves in Southeast Asia are surging, and wind turbines stand tall on the sea surface. As the impellers slowly rotate, a continuous stream of clean electricity flows ashore along the submarine cables. The third phase offshore wind power project in Boliao, Vietnam, contracted by POWERCHINA, was officially put into commercial operation. This is the first offshore wind power EPC project launched by a Chinese enterprise overseas, writing a green chapter of high-quality joint construction of the the Belt and Road on the coast of the South China Sea.

Tide Head Plan Aligns with International Standards

The Phase III offshore wind power project in Bo Lao, Vietnam is located in the eastern coastal waters of the former Bo Lao Province in southwestern Vietnam. The site is about 1 to 10 kilometers offshore and belongs to a typical intertidal zone and offshore wind farm. A total of 47 wind turbines with a single capacity of 3.0 megawatts were installed in the project, with a total installed capacity of 141 megawatts.

The project's wind turbine foundation adopts a six pile high pile cap structure. Faced with the multiple challenges brought by the complex seabed geology and repeated tides caused by the changing tropical marine climate, the project team completed the design of all wind turbine foundation submarine cable paths and submarine cable selection, and successfully obtained approval from the consulting engineer. The foundation design of the wind turbine has been independently audited and certified by DNVGL, achieving a smooth connection between the domestic offshore wind power survey and design ideas and the international standard system, laying a solid technical foundation for subsequent on-site construction.

Joint efforts to overcome difficulties and steadily promote offshore construction

There is no mature precedent to refer to during the construction phase of the Bo Liao Phase III project, and various challenges have emerged in the construction of offshore wind power in the intertidal zone overseas. In order to orderly resolve various risks, the power construction project team has established a four level linkage control system for the headquarters international business platform, regional headquarters project department, covering the entire process of scheme review, resource allocation, risk prediction, technical research and compliance management, and providing comprehensive support for project performance.

Frontline construction personnel have been rooted in the sea for a long time, continuously responding to the challenges brought by typhoons, waves, high temperatures, thunderstorms, and tidal changes. They have resolved practical problems such as tight construction docks, difficult transportation of large equipment, high risks of high-altitude operations at sea, and the intersection of multiple parties involved in the construction interface, ensuring the steady progress of the project.

Innovation, mission, deep cultivation, green co construction

The project team closely follows the pain points of offshore wind power technology and continuously improves its technical capabilities, building a complete design system that is suitable for various wind turbine foundations. The survey and design results of offshore wind turbine foundations have won the first prize of Excellent Engineering Survey and Design in Hunan Province. Focusing on key construction difficulties such as the installation of long-distance, multi circuit, and non-linear submarine cable landing sections using steel pipe piles in the intertidal zone, the team has concentrated their efforts on scientific research and development. They have accumulated 4 construction methods and obtained 6 patent authorizations, relying on technological innovation to ensure high-quality construction of the project. Proactively fulfilling overseas social responsibilities outside of engineering projects, assisting disadvantaged families in the local area by donating materials to local welfare institutions to support local epidemic prevention, and synchronously implementing local tree planting activities organized by marine ecological protection organizations. Relevant practices have been selected as excellent cases of social responsibility, showcasing the responsible image of Chinese enterprises overseas to the outside world. After the project is fully put into operation, it is expected to provide 577 million kilowatt hours of clean energy annually, equivalent to 1258 hectares of afforestation, and continue to help Vietnam accelerate energy structure adjustment, protect coastal ecology, and promote high-quality development of local economy and society.Editor/Huang jiali
