On March 9, 2021, the Shanghai Solid Waste Disposal Center (Phase II) project held a groundbreaking ceremony at the Laogang Ecological Environmental Protection Base. It is understood that the project will build a rigid landfill storage smart landfill operation system with the highest standards and the best level, and it is planned to be completed and put into use in 2022.

The project is invested and constructed by Shanghai Solid Waste Disposal Co., Ltd., with a design scale of 250,000 tons/year, a total storage capacity of 5.05 million cubic meters, and a planned investment of 1.07 billion yuan. The project will pioneer the construction of the first semi-underground double-layer rigid landfill in China, with a storage capacity of 10 cubic meters per square meter per unit area, which is much higher than the domestic average of 3-4 cubic meters per square meter, realizing full utilization of land resources.

At the same time, the project will introduce smart landfill technology, realize three-dimensional grid fine management through automatic landfill operation equipment, combined with an information system, and realize the location and traceability of waste entering the site, laying the foundation for waste resource utilization. Using intelligent robot inspection technology to realize remote online monitoring of the factory area, while reducing labor, greatly improving the content and frequency of operation and maintenance, changing the traditional operation and maintenance method, and achieving intelligent operation and maintenance. The use of intelligent volume reduction and briquetting technology can reduce the volume of fly ash by 50-80%, increase the storage capacity utilization rate of rigid storage by more than 30%, and extend the life of the landfill storage by more than 3 years.

As the first engineering project of the 14th Five-Year Plan for the environment in Shanghai, this is not only a guarantee for the future disposal of general industrial solid waste and hazardous waste in Shanghai, but also a great improvement of the strategic functions of the integrated solid waste disposal of the Laogang base and enhance Shanghai The city’s hazardous emergency disposal capabilities will further improve and develop the level of industrial waste disposal and environmental protection functions throughout Shanghai.
