Recently, the Ministry of Water Resources and the Yellow River Water Conservancy Commission jointly issued the "Jinan-Binzhou Railway Jiyang Yellow River Highway-Rail Dual-purpose Bridge Construction Project Construction Plan Review and Approval to the Administrative Licensing Decision", in which the recommended bridge location, river crossing method and fortification flow have all been obtained agree.

The “Decision Letter” shows that the Yellow River Commission accepted the application for approval of the construction plan for the construction of the Jinan-Binzhou Railway Jiyang Yellow River Highway-Rail Dual-purpose Bridge on March 11, 2021, submitted by the Lunan High-speed Railway Co., Ltd. The application meets the statutory conditions.

Before the construction project starts, the Lunan High-speed Railway Company shall send the construction arrangements to the Shandong River Affairs Bureau for record. Thirty days before the completion and acceptance of the construction project, the Lunan High-speed Railway Company shall submit the relevant completion data to the Shandong River Affairs Bureau, and it can be put into use after passing the inspection by the Shandong River Affairs Bureau.

It is reported that the construction project should start construction within 3 years from the date of issuance of this decision. If the time limit is exceeded, the administrative permit must be re-processed.

The cross-river bridge is 1116 meters long

The "Jinan-Binzhou Railway Jiyang Yellow River Bridge Construction Project and Flood Control Evaluation Report Review Opinions" shows that on March 11, 2021, the Yellow River Conservancy Commission organized the Jinan-Binzhou Railway Jiyang Yellow River Road-Rail Dual-use Railway in Zhengzhou. Basically agree with the recommended bridge locations in the Evaluation Report. The left bank is Wujiazhai Village, Jiyang District, Jinan City, and the right bank is Xijia Village, Zhangqiu District, Jinan City. Correspondingly, the left bank pile number is 165+184, and the right bank pile number is 66+535. , The left bank bridge crosses the Gouyang Xangong 24# dam, 29.6 kilometers away from Luokou Hydrological Station.

It is agreed that the bridge will cross the Yellow River in a full span. Basically agree with the bridge span from the left bank to the right bank according to the layout plan of 120 meters + 300 meters + 240 meters + 228 meters + 144 meters + 84 meters, and the length of the wading bridge is 1116 meters.

The Jibin High-speed Rail Environmental Assessment Announcement released in September 2020 shows that the Yellow River Bridge is located at the junction of Licheng District, Zhangqiu District and Jiyang District in Jinan City, Shandong Province, and is designed to cross the Yellow River.

The cross-river section of the Yellow River Bridge adopts a road-rail dual-purpose design. The length of the Jiyang Yellow River Highway-Rail Dual-purpose Bridge is 1178 meters. It adopts steel truss girder and low tower cable-stayed bridge. The span pattern is: (84+144+228+240+300+120+60 meters, with 1 water pier In other words, the newly approved bridge across the Yellow River is 62 meters shorter than the previously announced bridge length.

Special design is needed for flood control and remedial measures

The “Opinions” basically agree that the bridge is designed according to the fortification flow rate of the local embankment. The fortification flow rate of the bridge section and the once-in-decade design peak flow are respectively 11000m3/s and 9600m3/s. The corresponding water level in 2020 is 29.12m (1985 National Elevation Standard, The same below), 28.52 meters; the corresponding water levels in 2000 were 29.92 meters and 29.32 meters respectively; considering the river siltation, the corresponding water levels in 2071 were 33.86 meters and 33.26 meters, respectively.

It is agreed that the bridge will use an overpass to cross the left and right levees. The lowest beam bottom elevations at the levee crossing the left and right banks are 42.08 meters and 42.22 meters respectively, which meet the requirements of flood control and traffic. The minimum elevation of the bottom of the beam in the river channel is 42.36 meters, which meets the flood control (over) requirements of the river; the minimum elevation of the navigable hole spanning the bottom of the beam is 42.38 meters, which meets the navigation requirements.

Basically agree with the calculation results of stagnation and erosion in the "Evaluation Report". Under fortified flow conditions, the maximum height of backwater in front of the proposed bridge is 0.23 meters. Considering the impact of Jiyang Bridge superimposed by backwater, the length of superimposed backwater in front of the bridge is 5600 meters. The maximum scouring depth of the river channel is 32.8 meters, and the lowest scouring line elevation is -3.68 meters.

It is necessary to consider the impact of ice impact in the design of bridge piers. Set up video surveillance facilities at the bridge crossing embankment and river improvement works, and connect to the monitoring system of the river affairs department. During the construction period and 5 years after operation, it is necessary to observe the river regime and flood control projects within the project's affected area. The observation and analysis results are reviewed by the Shandong River Affairs Bureau and submitted to the Yellow River Committee. Remedial measures for flood control such as dikes and river improvement projects within the upper and lower reaches of the bridge location need to be specially designed and implemented simultaneously with the construction of the bridge.

End the history of the lack of high-speed rail in northern Shandong

According to the "Announcement on Social Stability Risk Analysis of the New Jinan-Binzhou Railway", the Jibin High-speed Railway has a total length of about 150 kilometers and has six stations, including 4 newly built stations. The Jibin High-speed Railway will connect the Beijing-Shanghai Second Channel, filling the gap where high-speed railways are not connected, and providing a basic guarantee for the rapid development along the Yellow River.

The total length of the line is 150.678 kilometers (including 3.418 kilometers of Binzhou Station), including 92.218 kilometers in Jinan City and 58.46 kilometers in Binzhou City. The main line newly built bridges are 128.853 kilometers/5 bridges, and the tunnels are 7.35 kilometers/2. The total length of bridges and tunnels is 136 kilometers, accounting for 90.40% of the total length of the line. There are 6 stations in Jinan East, Yaoqiang Airport, Jiyang, Shanghe, Huimin, and Binzhou, including 4 newly built stations and 2 existing stations (Jinan East and Binzhou). Yaoqiang Airport Station is an underground station. Huimin Station is a bridge station.

The Jibin High-speed Railway is a key construction project in Shandong Province. The Jibin Railway is positioned as a high-standard regional intercity railway, taking into account the function of the main line of the road network. This project is the main component of the Shandong North Passage of the Shandong Provincial Express Railway Network. The southern end is connected to the Beijing-Shanghai Expressway, Shiji Railway Station, Jizheng Railway Station, and Ji-Lai High-speed Railway through the Jinan Hub. The northern end is connected to the Beijing-Shanghai Second Passage through the Binzhou Station in the Binzhou area.
