A few days ago, the Ministry of Transport and the Ministry of Science and Technology jointly issued the "14th Five-Year Plan for Scientific and Technological Innovation in the Transportation Sector" (referred to as the "Plan"). The "Plan" implements the central government's major strategic deployment of accelerating the construction of a country with strong transportation and science and technology, implements the relevant tasks of the "Outline for Building a Strong Transportation Country" and "Outline of National Comprehensive Three-dimensional Transportation Network Planning", and systematically plans the key directions of transportation technology innovation during the "14th Five-Year Plan" period. And the main tasks, it is proposed to initially build a scientific and technological innovation system that meets the needs of accelerating the construction of a strong transportation country by 2025, and innovation drives the high-quality development of transportation to achieve obvious results.

The "Planning" lays out 18 key research and development directions in six major fields from the three element dimensions of infrastructure, transportation equipment, and transportation services and the three value dimensions of intelligence, safety, and greenness.

In the field of infrastructure, focusing on promoting high-quality infrastructure construction and building a well-distributed, three-dimensionally interconnected transportation infrastructure network, tasks such as research and development of key technologies for major infrastructure construction and key technologies for digital upgrading of transportation infrastructure are proposed. In the field of transportation equipment, focus on improving the safety, intelligent green technology and standardization level of transportation equipment, create an autonomous transportation system technology system, and propose tasks such as breakthroughs in intelligent green transportation equipment technology and new transportation vehicle technology. In the field of transportation services, focusing on improving the efficiency of transportation organization and service quality, and reducing transportation costs, tasks such as high-quality intelligent passenger transport, economical and efficient intelligent logistics, and key technology research and development of convenient urban transportation operation services are proposed. In the field of intelligent transportation, it is proposed to promote the integration of new generation information technology and transportation, accelerate the application of Beidou navigation technology, and carry out pilot application of intelligent transportation. In the field of safe transportation, focusing on improving the ability of transportation safety and emergency support, the research and development and application tasks of transportation infrastructure safety monitoring and emergency technology, traffic safety production assurance and collaborative management and control technology, and traffic emergency and service assurance technology are proposed. In the field of green transportation, focus on the national carbon peaking, carbon neutrality and green transportation development requirements, and put forward research and development tasks such as breakthroughs in new energy and clean energy innovative applications, ecological environmental protection and restoration, comprehensive prevention and control of traffic pollution and other key technologies.

The "Planning" focuses on the implementation of tasks, laying out the construction of a scientific observation network for the long-term performance of transportation infrastructure, the digitization of transportation infrastructure, the breakthrough of key core technologies of transportation equipment, the pilot application of intelligent transportation, the intelligent application of Beidou navigation system, and the emergency protection of water traffic safety. 7 scientific and technological projects have been tackled technically and with low (zero) carbon technology in transportation.
