According to reports, the Xichang-Shangri-La Expressway Project of Line G7611 is an important section of the Duyun-Shangri-La Expressway of Line G7611 in the National Highway Network Planning (2013-2030), and it is the Panxi Economic Zone, one of the five major economic zones in Sichuan Province. Conveniently communicate with neighboring provinces, and open up the main economic trunk lines and main entrance and exit highway passages of external channels. The main line of Xichang-Shangri-La Expressway project starts from Xiaomiao Township, Xichang City, and connects the G7611 Zhaotong-Xichang Expressway under construction. County Pingchuan Town, Jinhe Township, Shuanghe Township, Guochang Township, Mianya Township, end at the border of Sichuan and Yunnan Provinces in Changbai Township, and build Xichang Branch Line, Muli Branch Line, and Lugu Lake Branch Line simultaneously. The total length of the project is 233 kilometers. It adopts the standard construction of two-way four-lane expressway. The design speed is 80 kilometers per hour, the bridge-tunnel ratio is 73.9%, and the total investment is 58.74 billion yuan.

The Xichang-Shangri-La Expressway project is jointly invested and constructed by Shudao Group Shugao Company, Chengdu Construction Engineering Group, Chengdu Communications Investment Group, Sichuan Highway and Bridge Construction Group, Guangxi Road and Bridge Engineering Group, and Sichuan Chuanjiao Road and Bridge Company, with a construction period of 5 years and a plan of 2027 Year completed and opened to traffic. The construction of the project is of great significance for improving the national and Sichuan and Yunnan expressway networks, building a comprehensive three-dimensional transportation corridor in the Yangtze River Economic Belt, and promoting the high-quality economic development of the Panxi region.

The project is currently the largest expressway construction project in Sichuan Province managed by a single project company and invested by a single individual. The project is located in the border area between the Hengduan alpine valley and the Yunnan-Guizhou Plateau in the northwest of Yunnan.
