On April 2, 2024, the construction of the 381.25MW wind power project in Heze, invested and constructed by Shandong Expressway Group, held a groundbreaking event, marking the completion of the preliminary procedures and on-site site survey work, and the official start of construction. This is also the first project in the first batch of centralized onshore wind power projects in Shandong Province during the 14th Five Year Plan period to complete land pre approval and start construction.

This project includes two sub projects: the 287.5MW wind power generation project in Dingtao District and the 93.75MW wind power generation project in Mudan District. The total investment of the project is about 2.3 billion yuan, and it is planned to be completed by October 2025. After the project is completed, it is expected that the annual grid power will reach 1 billion kW · h, which can effectively supplement the local energy supply. Meanwhile, as a green energy source, it can save about 300000 tons of standard coal annually, reduce carbon dioxide emissions by about 800000 tons, sulfur dioxide by more than 5700 tons, and nitrogen oxides by more than 8500 tons.

In August 2023, Shandong Province officially launched the first batch of competitive negotiations for centralized onshore wind power projects in the 14th Five Year Plan. The negotiations were divided into 23 sections, with a total installed capacity of 8.755 million kilowatts, and the competition was exceptionally fierce. Shandong Expressway Group, with its outstanding strength and precise strategy, successfully won the bid for Section 4 of Heze City and achieved a wind power development target of 381.25MW in total capacity. After obtaining the indicators, Shandong Expressway Group received strong support from the Provincial Energy Bureau and local governments such as Heze City, Dingtao, and Mudan District. The group immediately made full efforts to advance the preliminary work, and in just over six months, completed the on-site layout and survey of the wind turbine location. At the same time, the group actively communicated and coordinated with relevant departments, and successfully resolved a series of issues related to mining pressure, clearance procedures, and power grid access at the machine location. The entire preliminary approval process was efficiently and with high quality, laying a solid foundation for the smooth progress of the project.Editor/Zhang Liyuan
