On April 28, 2024, the Shandong Binzhou New Energy 850,000-kilowatt photovoltaic power generation project, China's first three-dimensional rights-confirmed photovoltaic sea-use project participated by China Energy Construction Gezhouba Electric Power Company, held a swearing-in meeting, and the project was fully started.

Huaneng Binzhou New Energy's 850,000-kilowatt photovoltaic power generation project uses 19,000 acres of sea water. It is the first three-dimensional and confirmed photovoltaic sea-use project approved by the state. It is also the first and so far the only sea-use photovoltaic project approved by the State Council in 2024. The three-dimensional determination of sea area rights refers to the establishment and definition of rights and interests in areas in the ocean. Due to the limited nature and diversity of marine resources, the three-dimensional determination of sea area rights is of great strategic significance and is of great significance for realizing the rational development and utilization of marine resources, maintaining marine security and protecting the marine environment.

This project is located in Binhai Town, Zhanhua District, Binzhou City. It is a planning project for an integrated wind and solar storage and transportation base in the saline-alkali tidal flats of Lubei, Shandong Province. It is included in the third batch of national large-scale wind power and photovoltaic power generation base construction lists. It is a major construction project in Shandong Province. It is planned It will be connected to the grid at full capacity and put into production at the end of 2024. After the project is completed and put into operation, it will become one of the largest single new energy projects in Shandong Province, providing 1.269 billion kilowatt-hours of green and clean electricity every year and saving 385,800 tons of standard coal annually. While providing clean power, the project also takes into account marine aquaculture to maximize the comprehensive utilization of the sea area.

China Energy Construction Gezhouba Electric Power Co., Ltd. is responsible for the general contracting and construction of the B bid section of the main construction of the project, with a planned construction capacity of 300 megawatts. The project makes full use of Binzhou City's coastal tidal resource advantages, erects photovoltaic panels on the tidal surface, and adopts the "fishing and light complementation" and "salt and light complementation" models according to local conditions.
