It is understood that the project will be constructed in two phases, with an estimated new energy installed capacity of 1.6 million kilowatts, an annual production of 64,000 tons of green hydrogen, and an annual production of 360,000 tons of synthetic ammonia. The first phase of the new energy project has an installed capacity of 800,000 kilowatts, an annual green hydrogen production of 32,000 tons, and a green ammonia production capacity of 180,000 tons. It is planned to start construction in October 2024 and put into production in the fourth quarter of 2026. The second phase is of the same scale as the first phase and is planned to start construction in 2026 and be put into production by the end of 2028.

The project will take the green chemical industry (synthetic ammonia and methanol) as the leader, build a green hydrogen and green energy distribution base based in Yingkou, radiate to Liaoning and extend to Northeast Asia, and create a million-kilowatt green energy preparation and consumption facility with coordinated development of the entire industry chain.
