From March 11th to 22nd, the Kunming Power Supply Bureau of Yunnan Province under China Southern Power Grid went to Laos to carry out the joint work of improving power supply reliability. Focusing on the three main lines of "joint discussion and construction, demonstration and leading, and teaching people fishing skills", it promotes China-Laos power cooperation to a new level and injects new impetus into the improvement of power supply reliability in Vientiane.

Deepen the Coordination Mechanism and Consolidate the Foundation for Cooperation

High-level Coordination to Promote the Four-party Agreement. Communicate with multiple parties such as EDL-T Company and the Central Power Grid Management Office of the Electricite du Laos (EDL), optimize the signing entities (EDL/LCPC) of the "Cooperation Agreement on Pairing and Joint Construction for Improving the Power Supply Reliability of Vientiane Railway Station", and plan to establish a regular technical exchange mechanism among the four parties. On March 20th, EDL-T was facilitated to take the lead in holding a four-party technical seminar, reaching a consensus on the plan for improving the power supply reliability of the China-Laos Railway and clarifying the cooperation framework.

Precise Docking of Technical Resources. Collaborate with Vientiane No.1 Company to formulate the distribution automation layout plan for the core area of the Prime Minister's Office, and simultaneously cooperate with the Planning and Dispatching Department of EDL to promote the construction of the SCADA remote workstation. Submit the joint construction agreement to the Laos-China Railway Company and the Saisettha Development Zone, launch the joint inspection of 115 kV transmission lines and substations, identify potential hazards and defects, and hand over the hierarchical governance list.

Kunming's Experience in Line Loss Management Goes Abroad. Conduct a comprehensive survey of the metering foundation, low-voltage centralized meter reading, management line loss, and electricity price and fees of Vientiane No.1 Power Company. Through the analysis of the voltage-current hexagon diagram, identify the abnormal three-phase imbalance of users and abnormal metering wiring, and hand them over to the Lao side for follow-up handling.

China-Laos Collaboration to Tackle Key Issues and Create Three Benchmarks

In the political and economic center of the Prime Minister's Office - Patuxai, the China-Laos team jointly conducts a foot inspection of the geographical boundaries of key lines. The employees of Vientiane No.1 Company fully participate in the positioning of transmission towers and the marking of defects, and jointly compile the technical archives of "two diagrams, two tables and one list". The two parties complete the refined inspection of transmission towers in groups. Chinese experts provide hands-on guidance to Lao employees on using infrared thermometers and partial discharge imaging devices to identify defects, and jointly formulate a hierarchical rectification plan. Based on the joint analysis of the single-line diagram, Chinese and Lao technicians select the distribution automation switch layout points. The team of Vientiane No.1 Company takes the lead in local data verification to ensure that the plan meets the actual needs.

At the Vientiane Railway Station of the China-Laos Railway, the Chinese team and Lao employees jointly operate drones to complete the holographic data collection of two 115 kV power supply lines. Lao technicians independently complete the task of close inspection of transmission towers for the first time. The two parties are mixedly grouped to conduct lean inspections of three substations. Under the guidance of the Chinese side, Lao employees complete the operation of the main transformer oil chemical test and jointly establish the equipment ledger and setting value database.

In the Saisettha Comprehensive Development Zone, the China-Laos team jointly conducts infrared detection on the 115 kV Saisettha Substation. The employees of Vientiane No.1 Company learn the diagnostic technology on site and successfully identify three hidden overheating defects. The two parties are responsible for the inspection of the double-circuit 115 kV line in sections. Lao employees use Chinese standards for the first time to establish a geographical coordinate ledger, realizing the interconnection of data.

Teaching People Fishing Skills

Cultivate Local Forces and Empower Long-term Development

Compile the "Kunming-Vientiane Scenario-based On-site Teaching and Training Implementation Card", carry out "theory + practical operation" training for 8 majors such as transmission and substation. A total of 50 Lao technicians have been trained. Adopting the "learning while doing" mode, all the construction of demonstration areas adopts the mixed operation of Chinese and Lao employees to achieve zero-distance technology transfer. The employees of Vientiane No.1 Company have independently used new technologies such as drone inspection and operation of aerial work vehicles to carry out daily operation and maintenance.

Temporarily lend 6 sets of equipment such as infrared thermometers and partial discharge imaging devices from Vientiane No.1 Company to support daily operation and maintenance. Promote 10 professionals to be included in the first training plan of Kunming Power Supply Bureau in 2025 to assist in the cultivation of local talents.
