According to data released by the Islamabad think tank "Renewable Energy First", as of the end of April 2025, Pakistan's net measured solar power generation capacity has climbed to 5.3 gigawatts, a significant increase from 4 gigawatts in 2024. This breakthrough is mainly due to the explosive growth of rooftop solar installations and the record breaking import scale of solar panels.

Data shows that by the end of March 2025, the country's net installed solar capacity was 4.9 gigawatts, surpassing the 5 gigawatt mark in just one month. According to Rabia Babar, the data manager of the agency, a large number of utility sector applications are awaiting grid connection, indicating that this number will continue to rise. At present, about 95% of Pakistan's net metering solar energy systems are distributed generation units below 25 kilowatts, mainly distributed in the central areas of electricity demand.

It is worth noting that the import volume of solar panels has shown explosive growth. In the fiscal year 2024, Pakistan imported 16 gigawatts of solar panels, an increase of 227% compared to the previous fiscal year. Mohammad Mustafa Amjad, Director of Renewable Energy Priority Projects, analyzed that the government's recent expectation of adjusting net metering policies has actually stimulated the current installation boom. Although policy adjustments may lower electricity repurchase prices, they will also promote the application of energy storage systems during peak electricity consumption periods.

However, Amjad also warned that if the repurchase electricity price is significantly reduced, it may prompt energy storage system users to switch to a completely off grid mode, which will bring new challenges to Pakistan's power grid, which is already facing downward pressure on electricity sales. At present, the institution is actively promoting the reform of the net metering solar power generation system, striving to find a balance between ensuring the stable operation of the power grid and setting reasonable electricity prices.
