Three Gorges Photovoltaic Sand Control Project in China Selected as a Demonstration Case

On July 31, 2025, the Ministry of Ecology and Environment officially released the results of the selection of typical green and low-carbon cases for 2025. The Kubuqi Desert Ordos North Central New Energy Base Project (hereinafter referred to as the "Kubuqi Base Project"), jointly invested and constructed by China Three Gorges Corporation and Inner Mongolia Energy Group Co., Ltd., was successfully selected with the innovative model of "photovoltaic+desertification control". This model deeply integrates clean energy development with desert ecological restoration, contributing Chinese wisdom to global sustainable development.

The Kubuqi Base Project is China's first large-scale wind and photovoltaic base with a capacity of 10 million kilowatts, known as the "Shagehuang", with a total installed capacity of 16 million kilowatts. After the project is fully completed, it is expected to deliver approximately 40 billion kilowatt hours of green electricity to the Beijing Tianjin Hebei region annually, with clean energy accounting for over 50%, significantly enhancing the regional renewable energy supply capacity.

In terms of ecological governance, the project adopts an innovative model of "photovoltaic+desertification control". Through scientific planning of vegetation restoration system, white elm, camphor pine and other trees are planted around the photovoltaic field area, and native shrubs and herbaceous plants in Inner Mongolia are mixed to form a stable edge forest protection zone. At the same time, grass grid sand barriers are laid under the edge of the forest belt to further enhance the sand fixation effect. After more than a year of comprehensive management, the vegetation coverage of over 30000 acres of photovoltaic field in the first phase of the project has increased from less than 5% to over 15%. Nowadays, the vast "photovoltaic blue ocean" and the continuous oasis forest belt complement each other, jointly building a multi-level and three-dimensional ecological barrier in northern Inner Mongolia.

The successful practice of this project not only promotes the efficient utilization of desertified land, but also achieves the coordinated development of clean energy production and ecological environment improvement, providing replicable experience for similar regions around the world to explore sustainable development paths. In the future, China Three Gorges Corporation and Inner Mongolia Energy Group will continue to deepen cooperation, promote the deep integration of new energy and ecological governance, and help achieve China's "dual carbon" goals.
