On August 3, 2025, a consortium formed by Sinopec Guangzhou Engineering Co., Ltd., a wholly-owned subsidiary of Sinopec Refining and Chemical Engineering Group, and Spain's Técnicas Reunidas, officially signed a convertible front-end engineering design (FEED) contract for Saudi Arabia's large-scale green hydrogen project with Saudi Arabia's international power and water company (ACWA Power). After completion, the project will become the world's largest green hydrogen and green ammonia integration project.

According to the contract, Sinopec Guangzhou Engineering and Técnicas Reunidas will form a consortium to provide front-end engineering design services for the project in the next 10 months. After the FEED stage is completed, the consortium will submit the project EPC general contracting bidding plan. It is reported that the EPC general contracting contract amount of the project is expected to reach billions of dollars.

The project is located in Yanbu Industrial Zone, Saudi Arabia, and adopts the green process route of "wind and solar power generation + electrolysis water to produce hydrogen", and the main construction content includes: a 4.2GW electrolysis water hydrogen production facility with an annual output of about 400,000 tons of green hydrogen, a synthetic ammonia plant with a daily production capacity of 8,000 tons, as well as supporting public engineering facilities such as seawater desalination plants and special terminals. After the completion of the project, it will become a benchmark project for the global green hydrogen industry.

This cooperation marks an important breakthrough for Chinese engineering companies in the global high-end new energy market.
